Accounting Technician II

General Duty Statement
Performs skilled accounting work maintaining and auditing financial records and books of account; and performs related duties as required.

INFORMATION ABOUT THIS POSITION:

The current opening is in the Accounting section of the St. Paul Police Department headquarters in downtown Saint Paul (367 Grove St, St Paul, MN 55101). Employees are required to work in the office and cover 8:00 a.m. to 4:30 p.m. core business hours; daytime shifts are somewhat flexible. 

This position will be working with police officer off-duty security contracts and ensuring payment by vendors requiring the services. Qualified candidates can work on their own with minimal supervision, interpret data and reports, and verify and reconcile monthly bills. Entry-level accounting skills and proficiency in Accounts Payable, Accounts Receivable, and working with general ledgers is needed to be successful in this position. Intermediate level Excel skills with experience in V-look ups and pivot tables is preferred.

The eligible list created from this assessment will be used to fill Accounting Technician II positions in other City departments as they become available.

Typical Duties: (these are general duties performed in this position and may vary for a specific department)
  1. Posts journal entries and maintains general control or subsidiary book of accounts including cash books, appropriation and disbursement ledgers and encumbrance records; makes trial balance as required.
  2. Maintains and is responsible for inventory records; prepares or directs the preparation of requisitions for ordering supplies.
  3. Audits/reconciles Accounts Payable and Accounts Receivable to control accounts.
  4. Records and processes cash receipts, billing, or disbursements; deposits cash receipts.
  5. Maintains financial records; prepares financial statements.
  6. Assists in the preparation of budget materials and preliminary budget estimates.
  7. Composes routine correspondence.
  8. Compiles figures for financial reports; assists in the preparation of financial reports.

Requirements
High school graduation and at least 30 credit hours in courses acceptable toward the junior accounting certificate as given by the University of Minnesota (certain courses may be substituted for those required for the junior accounting certificate); 
AND
Two years' experience as an Accounting Technician I or equivalent. Each additional year of qualifying experience may be substituted for five credit hours. Additional experience as an Accounting Clerk II is qualifying for the first fifteen credit hours.
Preferred Qualifications:
  • Government accounting experience
  • Intermediate level of bookkeeping skills
  • Experience with using GAAP (General Accepted Accounting Principles)
  • Experience with creating journal entries, Accounts Payable, and Accounts Receivable
  • Experience preparing budget estimates and financial reports

Selection Process Information
Computerized Assessment: This computer-based assessment consists of multiple-choice questions including short answer, problem solving, and simulation questions developed to assess your bookkeeping, accounts payable, and accounts receivable knowledge and related skills. 

Further information, directions, and a link to complete the online assessment will be emailed to eligible candidates through the email address included in your application. Eligible candidates will receive this information the week of January 31, 2022.

GENERAL INFORAMATION:

Eligible Lists created from Open Job Posting: This job posting is open to anyone who meets the position requirements. Non-promotion eligible lists typically are pass/fail and promotion eligible lists are typically ranked. Those who pass the assessment will be placed on an eligible list for approximately one year. If the open eligible list created contains a veteran, one open list will exist. When there are no veterans remaining on the eligible list (i.e. hired, withdrawn) from an open list that also contains promotional candidates, two lists will be created: one open list and one promotion list.

Final Selection Process: You must receive a score of 75% or higher to pass the assessment and be considered for the position. Those who pass will be placed on an eligible list and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.
