Financial Analyst - Community Development

Position Purpose/Summary
Responsible for assisting the Director of Administration and Finance with research, processing and maintaining finance records of Community Development Block Grant funded programs. Work is performed under the supervision of the Director of Administration and Finance. No supervision is exercised over other employees.

Essential Functions
  • Maintains financial data, program and project budgets, comparability studies and general economic developments concerning various operations of the department.
  • Works closely with the Director of Administration and Finance; assists with financial reports and other reports as required.
  • Processes and disburses vendor contracts and all corresponding documentation, including contract files; balanced draw down cards; invoices submitted for payment.
  • Assists with asset inventory management.
  • Prepares contract amendments as required.
  • Assists in the presentation of reports and maintenance of records relative to the activities of community development.
  • Maintains office supplies inventory, including ordering and supply management.
  • Researches payments in progress.
  • Reviews repayment of funds to funding sources as it relates to the program income and reimbursements to the Office of Community Development.
  • Performs related work as required.

Knowledge, Skills, and Abilities
  • Ability to conduct independent research.
  • Considerable knowledge of compiling, maintaining and analyzing financial data.
  • Considerable knowledge of community and economic development informational sources and data processing practices and procedures.
  • Working knowledge of developing and implementing financial systems to ensure compliance with various federal, state, and municipal mandates and regulations.
  • Working knowledge in preparing and maintaining personnel records as related to payroll and program budget.
  • Working knowledge of preparing and presenting informational reports and charts to support community and economic development positions and a comprehensive community development plan.
  • Ability to apply complex organizational skills.
  • Ability to express oneself clearly and concisely, orally and in writing.
  • General computer and office skills.

Education and Experience
  • Bachelor's degree in business management or accounting.
  • Two years of experience in municipal administration with accounting/finance exposure.
