Website Manager

THE POSITION
Hennepin County’s Department of Communication and Engagement Services is seeking a Website Manager for the county's website, Hennepin.us, the centerpiece of its digital presence. This leadership and supervisory position within the department’s Creative Division will be responsible for advancing the overall vision and direction for the website.

Hennepin.us is a critical vehicle in connecting our 1.2 million residents and other county stakeholders to the services and information they need. The Website Manager will be accountable for evolving our website approach, striking the right balance between quickly connecting residents to what they need while supporting digital content strategies for county programs and initiatives. 

New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. 

About the position type:
This is a limited duration (temporary), full-time, benefit earning positions lasting up to 24 months with the possibility of going permanent. This position is eligible to receive an additional cash merit of up to $2,579.44 that can be earned annually based on performance.

Effective September 1, 2021, all new job offers are conditional based on the candidate being fully vaccinated for COVID-19. “Fully vaccinated” means 14 days after receiving the second dose in a two-dose vaccination series approved by the U.S. Food and Drug Administration (FDA) on a full or emergency-use basis, or 14 days after receiving a single-dose vaccine approved by the FDA on a full or emergency-use basis. After a conditional job offer is made, the candidate must show proof of full vaccination prior to their start date. A COVID-19 vaccination card from the Center for Disease Control and Prevention (CDC), a vaccination record from your doctor’s office or a personal digital vaccination record constitutes sufficient “proof.” The candidate must also attest they are vaccinated by completing a form on the first day of employment. Reasonable accommodations to this vaccination requirement will be considered upon request by a candidate for medical or religious reasons as required by applicable law.   
 
Location and hours:
This position is hybrid and will be performed both on-site at the Hennepin County Government Center at 300 South 6th Street, MN 55487 and remote as job duties require. During the COVID-19 pandemic, training and work for this position will be done remotely. Typical work hours will be Monday through Friday, 8 a.m. - 4:30 p.m.

In this position, you will:
  • Collaborate with county leaders and subject area experts to provide digital content solutions that meet service and program goals while creating a people-centered and innovative website experience for all users. 
  • Set and deliver on short-term and long-range strategic product and content management direction for Hennepin County’s primary website, Hennepin.us.
  • Evaluate content management system and capabilities in relation to existing web infrastructure and identify and manage overall design, development, and platform improvements.  
  • Supervise and lead a well-stablished Agile digital content team.
  • Lead project management and customer service best practices for project scoping and delivery, backlog management, and site development requests.
  • Facilitate collaboration between Hennepin.us digital content, digital experience, and IT web development teams, in service of a centralized digital experience, while cultivating a shared understanding of vision for Hennepin.us.
  • Drive federal and state accessibility requirements for websites and support alignment to existing and evolving brand and design standards.
Need to have:
  • One of the following: 
  • Bachelor's degree in business administration, management information systems (MIS) or an approved related field and five or more years of experience managing technology projects.
  • Associate degree in one of the above fields or approved certification in an IT program and seven or more years of experience managing technology projects.
  • Project Management Professional (PMP) certification and seven or more years of experience managing technology projects. 
  • An approved Hennepin County IT internship and seven or more years of IT experience.
  • Completion of five college/vocational technology courses and seven or more years of IT experience. 
  • Nine or more years of IT experience. 
Nice to have:
  • Experience:
  • Managing, optimizing and/or launching enterprise websites in a government, academic, or corporate environment using a robust content management system such as Sitecore or Adobe AEM. 
  • Supervising and leading effective teams, using agile frameworks and principles in carrying forward product vision and workflow and prioritizing high-value outcomes. 
  • Using a strong blend of brand voice, design, user experience, analytics, and SEO to promote website innovation and grow digital engagement.
