Position Reports And Is Accountable To:
Environmental Planner and Neighborhood Preservation Specialist
 
POSITION OBJECTIVE: To support city planning efforts related to neighborhood preservation, recycling, and the implementation of the Energy Action Plan with a focus on multifamily properties.
 
ESSENTIAL JOB FUNCTIONS:
 
1.                  Perform regular filed inspections of multifamily properties to determine compliance with zoning code and best practices for recycling and solid waste management.
 
2.                  Investigate and respond to complaints related to zoning compliance and recycling as needed.
 
3.                  Document, record, and photograph properties during inspections to capture accurate information and enter information into the City’s data management software.
 
4.                  Perform inspection follow-ups by mail and telephone and negotiate reasonable extensions for non-complying issues.
 
5.                  Assist in the implementation of the City’s Energy Action Plan and SolSmart program application.
 
6.                  Assist department staff in coordinating abatements for unresolved cases.
 
7.                  Perform research as part of the City’s recodification efforts of the zoning code ad development of the new solar energy code.
 
8.                  Prepare and deliver a variety of promotional materials about the City’s program for the newsletter, electronic newsletter, and social media.
 
9.                  Prepare and make public presentations which may include Planning Commission, City Council meetings, cable access television shows, and community events.
 
10.              Perform general customer service functions and serve as a resource to provide information to property owns, residents, businesses, the general public, and other City departments and division.
ESSENTIAL JOB FUNCTIONS (continued);
 
11.              Work effectively with the general public, staff members and outside agencies (Anoka County, Excel Energy, etc.)
 
12.              Safely operate assigned city vehicles and computer equipment.
 
OTHER JOB FUNCTIONS:
 
1.                  Assist the Planning Department with special projects, which may include land use research and reports as well as grant application and management.
 
2.                  Attend Development Review Committee meetings.
 
3.                  Other duties as assigned.
 
JOB KNOWLEDGE, SKILLS AND ABILITIES:
 
1.                  Ability to read and interpret data, information, documents, analyze and solve problems, use math and mathematical reasoning.
 
2.                  Knowledge of the procedures and objectives of City code, zoning, local ordinances, state statues, rules and regulations related to recycling, zoning and other environmental concerns.
 
3.                  Ability to communicate and to persuade both verbally and in writing.
 
4.                  Ability to read and understand policies, procedures, regulations, ordinances and codes.
 
5.                  Ability to be organized, prioritize work assignments, and comply with multiple deadlines.
 
6.                  Ability to establish and maintain effective working relationships and deal tactfully with internal and external customers, co-workers, and partnering agencies, etc.
 
MINIMUM QUALIFICATIONS:
 
1.                  Completed at least two years of secondary education or certificate education with coursework emphasis in planning, public administration, community development, environmental science, or a related field.
 
2.                  Must possess a valid Minnesota driver’s license and a good driving history.
 
3.                  Proficient at Microsoft Office Suite, including Word, Excel, Outlook, and Power Point.
 
4.                  Final candidate must satisfactorily complete a thorough criminal background and reference check process and drug/alcohol tests.
 
 
 
 
 
 
 
 
COMPENSATION AND BENEFITS:
 
This is a temporary full-time position and is schedule for forty (40) hours per week primarily Monday through Friday 8:00 a.m. to 4:30 p.m. Hours may vary, some evening or weekend work may be required. This position is expected to be approximately three months in duration (June through August). Hourly wage is $16.17 to $20.65 per hour, depending on qualifications. Partial benefits include: workers’ compensation insurance and employer’s share of payments to Social Security, Medicare.
