STARTING SALARY: $20.35 hourly

JOB DUTIES (SUMMARY):
·        Provides oversight for the Child Care Benefit Bridge program, including; identification of potential families, outreach and notification of program requirements and eligibility, gathering documents and verifications, and approving eligibility and payment. Acts as a liaison with licensed child care providers to ensure vendor forms and direct deposit forms are complete and accurate, and works with Fiscal to ensure timely assignment of vendor numbers for payment. Monitors quarterly follow up for required verifications for continued eligibility. Reviews and approves attendance from providers to authorize payment. Assists the provider and the Fiscal Department in resolving billing problems to assure proper payment to the provider. Reports monthly spending and maintains monthly reports on benefits provided.
·        Provides technical assistance in planning, developing, evaluating, implementing and/or operating agency, community, state and/or federal social programs that provide direct and/or indirect services for eligible public or institutionalized persons (e.g., neighborhood youth worker, employment, supplemental social security income, Medicaid/Medicare, family care, delinquency prevention, residential facilities, aftercare, occupational training, day center, community action).
·        Coordinates programs with local, state, federal and/or other agencies, develops community resources to benefit program and program recipients; consults with central office, other institutions, district offices, program recipients and their families, parents, foster parents and/or other social agency officials or professionals to coordinate and facilitate operation of public service program; acts as liaison with institution, employers contracting agencies, courts, public/private school systems, community agencies and/or other public/private structures.
·        Processes documents for the publicly funded Child Care program, including applications and verifications received via fax, mail or email, and child care authorization requests received via the JFS web site. Ensures timely and accurate flow of documents to enterprise document management system. Assists with processing of authorization requests and/or applications during times of high volume.
·        Performs a variety of specialized clerical functions requiring interpretive and decision makings skills; maintains basic knowledge of the benefit bridge program; works on special projects as assigned by supervisor/section chief; produces and/or works various reports as needed.
·        Writes, completes and prepares correspondence, reports, forms and maintains required records and files for monitoring and evaluating of program services.
·        Performs other related duties as assigned.
·        Attends conferences and training.
 
REQUIREMENTS (EDUCATION, EXPERIENCE, LICENSURE, CERTIFICATION): 
·        Undergraduate degree in a social or behavioral science plus 12 months DHS experience
·        OR undergraduate degree in a non-related field plus 18 months DHS experience
·        OR an associate degree plus 24 months DHS experience
·        OR 36 months DHS experience
 
KNOWLEDGE, SKILLS AND ABILITIES: (*Indicates can be developed after employment)
·        Knowledge of: social or behavioral science (e.g., child and family community services, social work, sociology, psychology, criminology, penology, rehabilitation), agency, state and/or federal statutes, rules, regulations and procedures governing delivery of social programs specific to area of employment*; available community resources specific to area of employment*; social services policy and program planning and analysis; public relations; effective oral communication*; interviewing; employee and/or program participates and/or program recipients training.
·        Ability to: define problems, collect data, establish facts and draw valid conclusions; proofread technical materials, recognize errors and make corrections; gather, collate and classify data; establish good rapport with program participants and/or program recipients; prepare and deliver speeches before specialized audiences; prepare and maintain meaningful, concise and accurate reports; learn and use a variety of computer & software systems (spreadsheets, databases, etc.) in the execution of the job.
 
BACKGROUND CHECKS REQUIRED:
Background checks consistent with requirements in OAC 5101:2-5-09 must be completed at employment and every ten years following, including but not limited to the following systems:  
·        State Automated Child Welfare Information System (SACWIS)
·        State Child/Abuse Neglect Central Registry Check for any state in which the applicant resided within the last five years
·        Ohio Bureau of Criminal Identification Investigation (BCI)
·        FBI
·        National Sex Offender Public website (WWW.NSOPW.Gov) Code 5101:2-5-09 must be conducted for each prospective employee
