PAY AND BENEFITS

Annual Pay Range:  $70,829.13- $95,619.71
Hourly Pay Range:   $34.052466 - $45.971015
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County Health Centers is looking for a motivated operations leader with strong skills in building and maintaining positive relationships with patients and collaborating with a team of both, non-clinical and clinical staff.
Clackamas County Health Centers - Dental Care Clinics offer full-service preventive dental care, as well as restorative care for qualified individuals. Our skilled, professional and para- professional staff provide care for patients of any age, including dental services such as regular checkups, cleanings, x-rays, fillings, some emergency appointments, and extractions.
The dental care services of this position include assigned Health, Housing & Human Services’ Dental Care Clinics, as well as some support for any dental care provided in School Based Community programs. We currently have one Dental Office Manager and filling a second to co-lead the administrative and operations support for all clinics (each Dental Office Manager has assigned clinics). 
Health, Housing & Human Services' Dental Care Clinics include:  Sunnyside Dental Clinic, Beavercreek Dental Clinic, Gladstone Dental Clinic, and Sandy Dental Clinic with anticipated opening in 2022.
The primary role is to provide an exceptional patient experience, while being the administrative leader for dental clinics assigned to you. The Dental Office Manager creates systems to efficiently and effectively help patients manage their dental needs and creates a teamwork environment with leadership and accountability.
The Dental Office Manager will manage, direct, coordinate, implement, oversee, and evaluate the operational activities of assigned dental clinics and be responsible for the assurance and alignment of the Dental Program's strategic direction, operations component, and its relationship with other programs, departments, divisions and outside agencies.  
Successful candidates should have incredible customer service skills and be passionate about providing excellent care across the board, from patient first impressions to patient walking out the door, with a strong background in offices systems, facilitation and management.
Required Minimum Qualifications/ Transferrable Skills:*
Per the Oregon Health Authority, (OAR 333-091-1010 & OAR 333-019-1030), this position is subject to the mandatory COVID-19 vaccine requirement. Prior to the start of employment, the selected candidate must provide proof of full vaccination or have an approved medical or religious exception in place with the County as a qualification of employment.
  • A minimum of six (6) years of relevant experience in planning, organizing, and managing the work of office support staff and the development/implementation of office systems, procedures & policies
  • Progressively responsible personnel management and/or supervisory experience, including developing, assigning, implementing and reviewing operational work, providing training for staff, preparing and reviewing performance appraisals and work improvement plans, correcting performance deficiencies and taking action for improvement as necessary, and providing leadership to staff
  • At least (1) one year of experience working in a dental clinic
  • Experience responding to complaints and/or complex requests for information
  • Strong working knowledge of HIPAA and other health related confidentiality laws
  • Ability to communicate openly and effectively in a professional manner, focus on tasks/issues, and prioritize workload
  • Strong conflict resolution skills and experience in a highly-charged environment
  • Must pass a criminal history check which may include national or state fingerprint records check
  • Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment.  Learn more about the County's driving policy
Preferred Special Qualifications/ Transferrable Skills:*
  • Experience using EPIC (Electronic Health Record)
  • Strong working knowledge of Federal and State regulations relating to Federally Qualified Health Centers (FQHC)
  • Experience working effectively within a union environment

TYPICAL TASKS

  • Leadership:  This position is responsible for the non-clinical leadership of assigned H3S Dental Clinics and assures alignment and implementation of strategic direction in collaboration with a second Dental Office Manager and the Dental Clinic Operations Manager; selects and evaluates performance of key reporting staff; advises and consults with the Dental Clinic Operations Manager and Dental Director regarding employee performance management and other human resource issues, with a focus on non-provider oversight; provides proper leadership and management training via educational offerings, role modeling, and mentorship for direct and indirect reports, in order for pipeline placement of persons capable, and able to provide Dental Operations Leadership when needed or asked
  • Quality (Administrative and Clinical): In partnership with the Quality team within H3S, Dental Clinic Operations Manager and Dental Director, directs, organizes, evaluates and implements quality assurance and process improvement for the Dental Program; responsible for overall administration of operations including: reviewing and evaluating the results and quality of non clinical services (ie: patient satisfaction, employee satisfaction, infection control) as it relates to patient care and program activities; assures compliance with state, federal and local laws and alignment with values, policies, goals and objectives set forth by the Community Health Council, Board of County Commissioners, and Department Leadership.  
  • Financial/Budget: Develops program budget priorities; directs, reviews, and approves expenditures for Dental Program assigned clinic budgets; determines needs with Dental Clinic Operations Manager and Dental Director for additional resources; leads budget implementation; strategizes with Dental Clinic Operations Manager and Dental Director on how best to use resources reflecting fiscal stewardship of the dental program; directs and manages the allocation of services based on analysis of available resources; monitors operational expenditures, end clinical expenditures required for a fully functioning Dental Program; ensures stalling is appropriate and makes proper staffing adjustments depending on the demand based on approved staffing models, needs of the clinics, external stakeholders, and financial resources available.
  • External Relationships: Collaborates with outside agencies, citizen groups and senior leadership; serves as a liaison with community partners, local health care systems, safety net providers, etc; address professional organizations and citizen groups to advocate and explain the importance of oral health to the needs of clients served by the Dental Program; represents the Dental Program at community health council meetings on a frequent basis, and advocates for resources from external partners in order to improve access, and delivery of services,
  • Strategic Planning: Works within H3S strategic framework to assist with development of dental care services work-plans that assure the delivery of high quality public health dental services in all delivery sites/programs, and improve access; develops, implements, and monitors non-clinical duties of non-providers; coordinate with Dental Clinic Operations Manager and Dental Director to implement strategies that increase integration of services, compliance with policy and procedures in dental care, and meets strategic objectives; evaluates the adequacy of training and ability of direct reports
  • Foster and support culture which actively works to promote equity and inclusion
 

REQUIRED KNOWLEDGE AND SKILLS

Knowledge of:  Principles and techniques of supervision, progressive discipline, grievance process, County policies, and Employee's Association contract ; office procedures and practices ; dental procedures, scheduling, and OSHA requirements as it relates to a dental clinic agency policies and procedures, confidentiality issues, information systems, program service delivery systems, and organizational structure ; County policies and practices and ability to communicate policy to direct staff as needed for implementation ; State, CCO, and DCO metrics and ability to work collaboratively with the 01 team to meet these desired goals ; budgetary process for large multiple discipline budgets and ability to manage and meet budgetary requirements ; EPIC computer database system, including scheduling, registration, check-out, template development, and appropriate methods for error resolution and advanced knowledge of customer service skills.
Ability to:  Develop objective standards of performance and complete yearly evaluations on direct support staff and in collaboration with the Dental Director as needed ; communicate openly and effectively in a professional manner, focus on tasks, prioritize workload, resolve conflict effectively, explain function and purpose of systems, and ensure harmonious working relationships while meeting the goals of the agency ; manage large projects, coordinate efforts of multiple staff and outside contractors, and effectively communicate decisions and project goals ; use office equipment and communications systems ; evaluate and organize office systems for efficiency and effectiveness.
 

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
