Senior Analyst, Strategic Planning (503758)

Job Description

The Department of Citywide Administrative Services’ (“DCAS”) Division of Energy Management (“DEM”) serves as the hub for energy management for City government operations. DEM is tasked with leading the City’s efforts to reduce emissions by 40 percent by 2025 (“40x25”), by 50 percent by 2030 (“50x30”), and by 80 percent by 2050 from a 2005 baseline (“80x50”). DEM develops the City’s annual Heat, Light, and Power Budget; manages the City’s electricity, natural gas, and steam accounts; helps our agency partners identify and pursue energy-saving opportunities at their buildings; do energy efficiency and clean power generation projects across the City’s portfolio; and implements operations and maintenance (O&M) best practices.


DEM seeks a Senior Analyst within our Strategic Planning Unit to help meet our urgent needs for legislative / policy and reporting support. They will be charged with the following responsibilities:

• Evaluating the implications of local, state, and federal policy developments for DEM’s operations | Track and assess the implications of legislative and regulatory changes related to energy and the environment that may impact DEM. Prepare position statements to support legislative and regulatory changes that will advance the City’s goals of reducing emissions and energy use and advance DEM programs.

• Leading responses to complex external and reporting requests on behalf of the Deputy Commissioner | Serve as the central point of contact for DEM as a division in fielding requests from external stakeholders. Assist in responding to requests for DEM program data and information from City Hall, the public, and other sources. Track requests, manage supporting analysis to be performed or deliverables to be produced, and work with other DEM staff as necessary to achieve timely resolution.

• Working closely with the rest of the division, provide analytical, reporting, and organizational support | Collect, maintain, and analyze data related to DEM’s operations and programs. Use findings to propose adjustments to workflow and strategies. Effectively communicate findings and recommendations to improve program delivery.

• Contributing to special projects, as needed.


Minimum Qual Requirements

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

The preferred candidate will bring the following skills and/or experience to this position:
• A master’s degree related to energy / the environment.
• At least four years of relevant research and policy experience, with additional experience strongly preferred.
• Deep knowledge of NYC’s energy and emissions reduction efforts, including relevant policy, legislation, and programs.
• Experience working in City government or knowledge of City government operations.
• Strong project management skills.
• Strong analytical abilities: equally comfortable performing quantitative and qualitative analysis.
• Exceptional written and verbal communication skills.
• High level of organization: committed to accuracy and detail-oriented.
• High level of flexibility: able handle multiple responsibilities and deadlines simultaneously and succeed at working independently.
• Aptitude for exercising independent judgment and self-direction and an understanding of the energy efficiency sector.
• Capacity to connect dots across multiple policy agendas.
