Salary is $69,505 - $108,306 per year.
About the Position: As a Project Manager within the Programs and Project Management Division will be responsible for the overall management and planning, scope, development, design, construction, and direction of civil works and/or construction projects.
***Duty station is St. Paul, MN. However location may be negotiable within the District Area of Responsibility (AOR) after selection.***
Duties
- Responsible for the overall management, control, coordination, and execution of assigned projects.
- Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project.
- Negotiates and integrates all district functions, sponsor/customer needs, and other agencies commitments in support of assigned project into a comprehensive management plan.
- Coordinates the planning, design, cost engineering, construction, and environmental restoration, etc. for engineering projects of substantial scope and complexity.
- Controls and manages project milestones and budget from planning through construction and initial operations.
- Represents the District Commander, serving as the district's primary point of contact for projects assigned with sponsor/customer, Federal, state, and local government agencies, Congressional interests, and other external organizations.

- Selectee will be required to possess Acquisition Level II certification in FACILITIES ENGINEERING within 24 months of hire. It is anticipated that this requirement may be removed in 2022.

Education Requirement: This position has a education requirement, which may be met with a bachelor's (or higher) degree in one of the occupational disciplines below. In addition to meeting one of the education requirements listed above, applicants must meet the requirements listed below.
For the GS-11 grade level:
Specialized Experience: One year of specialized experience which includes project management (initiation, planning, execution and control and closing); communicate with local sponsors, other state and local agencies, and general public on project related issues; resolve of project issues, which may include but not limited to scope, schedule, budget and quality issues and ability to develop schedules, scope of work, budgets, and project management plans which lay the framework for project execution. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
For the GS-12 grade level:
Specialized Experience: One year of specialized experience which includes leading an interdisciplinary team of professionals through all phases of project execution (initiation, planning, execution and control and closing); communicate with local sponsors, other state and local agencies, and general public on project related issues; resolve of project issues, which may include but not limited to scope, schedule, budget and quality issues and ability to develop schedules, scope of work, budgets, and project management plans which lay the framework for project execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
