Join our Water Resources Bureau

Here is your opportunity to manage and lead the District's Water Resources Bureau (WRB). This is management level work, overseeing and directing the activities of the WRB, which includes the Water Supply section, the Engineering & Watershed Management section and the WRB's administrative staff. Using your leadership expertise, the Water Resources Bureau Chief will be responsible for directly supervising three employees. The ideal candidate will have a background in water resources in Florida, have leadership experience, good communication skills, and the ability to work with a group of experienced professionals. This opportunity will provide senior leadership mentoring to section managers, supervisors, engineers, geologists, and scientists, and directly oversees and manages watershed and water supply programs and projects. Serves as the subject matter technical expert on specific tasks or projects, compiles and presents results of planning and engineering studies, and holds the ability to work with, mentor, and direct staff. 
A strong candidate for this role must be competent in performing water resources work and have the ability to independently make sound decisions and lead multi-disciplinary teams. The successful candidate will have knowledge with preparation and review of scopes of work, contracts, engineering plans, and specifications to ensure that all aspects of project implementation are clearly conveyed. Must be a highly motivated self-starter and demonstrate superior ability in collaborative problem solving with stakeholders and teammates.

Compensation:


$79,580.80 - $120,000.00

The starting salary range is included for the Bureau Chief profile which reflects the minimum to approximately 59% of the respective pay grade. The starting salary will be based on the education and experience of the successful candidate. The District conducts annual performance evaluations that may award applicable pay increases based on positive employee performance.

Essential Functions

  • Motivates, guides, coaches, and develops staff. Provides guidance for and reviews and approves staff evaluations and advancement/promotion requests. Hires, trains, and evaluates management staff in the bureau. Establishes and maintains positive working relationships with all levels of staff, Governing Board, the public and consulting professionals; promotes team work and leadership development. Resolves staff issues.
  • Understands District mission, vision, and strategic plan and District practices, means, and processes. Helps develop policy, strategic planning, business planning, guidelines, and procedures and programs to achieve the mission. Communicates to staff District priorities, mission, vision and values, as well as direction received from the Governing Board and Executive Staff to ensure compliance with policy. Establishes bureau goals and ensure consistency in section goals.
  • Reviews and approves work performed by staff including agreements, work assignments, payments, schedules, budgets, and project plans consistent with policy and guidelines. Reviews, submits & manages the bureau budget. Reviews and approves personnel administrative items (timesheets, travel). 
  • Provides direction to staff and assists with complex, difficult, or unusual situations. Prepares and give formal and informal presentations to the Governing Board, Executive, other agencies, and citizen groups.


Required Credentials for Water Resources Bureau Chief Opportunity

  • Bachelors degree (or higher) in Engineering, Geology, or Environmental Science
  • Seven (7) years' related work experience
  • Five (5) years' supervisory experience
  • Three (3) years' as a technical manager overseeing engineering and/or science staff
  • Supervisory/management training
  • Valid driver’s license

Preferred Credentials for Water Resources Bureau Chief Opportunity 

  • Masters degree in related field
  • Valid Florida Professional Engineer (PE) or Florida Professional Geologist (PG) license
