Public Utilities Specialist GS-1130-5/9

This position is part of the Southwestern Power Administration. As a Public Utilities Specialist, you will be in a developmental position with assignments/training directed towards providing the employee with the capability of performing the full scope of duties as Public Utilities Specialist. The employee is responsible for performing a variety of tasks in work areas including energy accounting; power invoicing; and financial and statistical reporting.

The employee is responsible for performing a variety of tasks in work areas including energy accounting, power invoicing; financial and statistical reporting, and power market activities. The employee receives on-the-job training and closer supervision in the performance of duties leading to the next higher level. Responsibilities at the next higher-grade level will not be assigned until the employee has demonstrated full performance of responsibilities at the current grade level.

Assignments will include:
  • Gathering, analyzing, processing, and reviewing data used for billing of power and energy, transmission, and other services. Ensuring bills are prepared in compliance with contract and rate requirements.
  • Performing daily scheduled and metered checkout with counterparties, RTOs, and other entities. Analyzing, verifying, and reviewing meter readings, interchange schedules, and hourly meter demand profiles for accuracy.
  • Ensuring correct financial and business reporting codes are used to assign money to the proper general ledger account. Supplying data for necessary reporting internal to SWPA as well as to other entities including SPP, MISO, and FERC.
  • Attending meetings of industry organizations, particularly ISO/RTOs to stay informed of proposed changes to reliability or power market processes and assists in the development of new procedures to incorporate such changes into SWPA's energy accounting and billing processes.
  • Assisting in the compilation and analysis of data used in the power repayment study process, such as revenue estimates, cost estimates for past and future replacements, and interest calculations on investments.
