ABOUT THE DEPARTMENT
 
Health and Human Services Agency
The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Children’s Services, Adult Services, Public Health and Economic Mobility, with a centralized administration. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA’s services to be more responsive to the needs of the public.
 
Administrative Services include the HHSA Director’s Office, Business and Support Services, Outcomes, Planning and Evaluation, and Community Relations and Education. Each of these groups supports the branches to help them achieve their goals.
 
ABOUT THE POSITION
 
Under general direction, the Senior Staff Services Analyst plans, directs, evaluates, and participates in the work of administrative and technical support staff responsible for a major staff support services unit; and /or performs or manages the most complex and specialized work for the department; and performs other work as required.
 
DISTINGUISHING CHARACTERISTICS
 
This is either the advanced journey/specialist and/or first level supervisory class in the Staff Services Analyst series. Senior Staff Services Analysts have responsibility for one (1) or both of the following:
 
Supervising a staff support services unit consisting administrative and technical support staff engaged in personnel and payroll, staff development, fiscal, general administrative, and/or program analysis work. Incumbents have full supervisory/management responsibility in addition to Staff Service Analyst duties; and/or assignment in a medium-sized department as the personnel officer, staff development officer, budget officer, or program analysis manager with department-wide responsibilities; in the smaller departments, is responsible for managing all departmental administrative functions.
 
The Senior Staff Services Analyst differs from the Staff Services Analyst II in that incumbents in the latter class do not supervise technical staff and other analysts nor are they given the highly specialized assignments consisting of department-wide responsibilities. This class differs from the Staff Services Manager I in that the Senior Staff Services Analyst provides supervision to the staff in the unit while also performing Analyst or specialist duties. The Staff Services Manager has full responsibility for administering and managing multiple major administrative services units or a section of one or two administrative services of a large department.
 
Assignment can be in any of one the following options: General, Personnel, Staff Development, Fiscal, or Program Analysis. In addition to assignment in one of the options, separate minimum qualifications and recruitments are permitted which allow for separate lists for each option that meet the specific needs of the assignment.
 
EXAMPLES OF DUTIES
 
Duties may include, but are not limited to, the following:
 
Supervises and participates in the work of a unit of professional, technical, and clerical support staff engaged in the review and analysis of departmental operations, policies, and procedures; assigns, coordinates, schedules, and reviews the work of subordinate staff members; makes recommendations regarding the hiring and disciplining of staff; gathers and studies data regarding department operations; reviews and analyzes organizational studies, policies, procedures, budgetary requirements, personnel management practices, and other aspects of agency operations; prepares reports and makes recommendations on dept. policies, procedures, and operations; reviews and analyzes legislation, state mandated regulations and procedures and relevant court decisions to determine impact on dept. operations; makes recommendations for necessary actions; handles the highly specialized assignments in a medium-sized department such as acting as the personnel officer, staff development officer, budget officer, or program analysis manager with department-wide responsibilities; represents the department in meetings with personnel from other departments and agencies.
 
QUALIFICATIONS
 
Knowledge of: General principles of public and business administration; principles and practices of effective supervision; agency organization and departmental relationships; departmental program goals, requirements, and operations; and community needs and resources.
 
Ability to: Plan, organize, direct, and review the work of the staff in the unit; select, train, supervise, evaluate, and discipline subordinate staff; analyze problems, select alternatives, determine project consequence of proposed actions and implement recommendations in support of departmental objectives; understand, interpret, and apply laws, rules, and regulations as they relate to various areas of responsibility; collect, interpret, and evaluate narrative and statistical data pertaining to fiscal and management matters; provide verbal and written technical direction to others; communicate effectively in writing in order to prepare a variety of reports, correspondence, and memoranda; establish and maintain effective working relationships.
  
These standards are typically attained with EITHER one (1) year of experience performing duties comparable to the Staff Services Analyst II; OR depending upon the option recruited for: Two (2) years of experience performing a broad range of professional, analytical, and administrative duties in the areas of general administration, personnel, fiscal, staff development, or program analysis work; AND a Bachelor's Degree from an accredited college or university.
 
Note: Additional years of the required experience can substitute for two (2) years of the required education on a year-for-year basis.
 
SPECIAL REQUIREMENT
 
·        Some positions may require possession of special language and culture skills as a bona fide qualifications standard. In these cases, candidates must demonstrate that they possess the required skills. And some positions in this classification may require possession of a valid California driver's license. Employees who drive on County business to carry out job-related duties must possess a valid California driver's license for the class of vehicle driven and meet automobile insurability requirements of the County. Eligibility for employment for those who do not meet this requirement due to disability will be reviewed on a case-by-case basis by the appointing authority.

  • Employees in this classification are covered under the CalPERS retirement program. Depending on the provisions of the California Public Employees’ Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62. An employee in this classification will also contribute up to 7.75% of his/her pay to this plan, or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws.
