Program Analyst with the Clean Water State Revolving Fund (Program Analyst 2) in Portland, Oregon.

The Water Quality Division has a critical role in achieving the Department’s mission by developing policy, implementation tools, and implementation priorities for improving and protecting the quality of water in Oregon’s waterways. The Water Quality Division works cooperatively with the Department’s three regional offices and the Laboratory to deliver programs and services that protect and enhance the quality of the waters of the state to protect public health and the environment. What you will do!
You will serve as an analyst and resource for the Clean Water State Revolving Fund Loan (CWSRF) Program. You will develop policies, guidelines and informational tools to support operation and implementation of the program, including program communication and outreach. You will be responsible for evaluating Oregon’s CWSRF program operations to assist DEQ staff, communities and organizations. You will ensure program activities comply with federal and state requirements. You will coordinate reporting data and financial information to EPA. You will provide overall assistance to the program for developing and updating guidance, manuals and forms. You will work directly with statewide staff and Oregon communities to determine project eligibilities and compliance with federal and state requirements.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in a Business or Public Administration, Behavioral or Social Sciences, or a related degree, AND 2 years of experience coordinating or administering a program (an equivalent combination of education and experience is acceptable).
Candidates who are most competitive will also reflect the following:
- Experience working with federal and state laws and regulations.
- Experience conducting in-depth evaluations of program operations, conducting research, and adapting or creating new procedures to solve program issues.
- Experience coordinating program outreach, marketing and communication plans and materials.
- Experience providing program-related technical assistance, and developing technical assistance materials.
- Experience with program development and management; excellent problem solving, organizational, time management, and analytical skills; ability to analyze problems and determine root causes.
- Excellent verbal and written communication skills including professional level writing and presentation acumen.
- Ability to communicate effectively, including communicating technical information, with staff, the public, and other agencies.
Most work in this position is conducted in an office environment that requires extensive daily use of a personal computer. Periodic travel in-state and out-of-state for meetings and conferences to present program information, provide guidance, obtain training, consult with DEQ program staff and other agencies. Some wastewater treatment system and project visits may be necessary. A valid driver's license is required.
