Environmental Cleanup Project Managers (Natural Resource Specialist 3)

The Oregon Department of Environmental Quality has two full-time opportunities available for Environmental Cleanup Project Managers (Natural Resource Specialist 3) located in Salem or Eugene, Oregon. The finalists will get to select either Eugene or Salem as their work location. **These positions are Limited Duration for up to 24 months.**

There are three DEQ regions (Northwest, Western, and Eastern); these positions are in Western Region. The regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public. What you will do!
You will serve as a project manager during the site investigation, design, construction, and operation phases of cleanup actions at hazardous substance sites.  You will have overall project responsibility to ensure that contaminated sites are characterized and cleaned up in a manner that is cost effective, timely, and protective of public health, welfare, and the environment. You will ensure that all cleanup site activities are consistent with state and federal laws, regulations, policies, and procedures; coordinate application for and receipt of environmental permits related to cleanup site activities; and ensure cleanups comply with all applicable Oregon rules and statutes governing air quality, water quality, solid waste, and hazardous waste. You will provide primary technical oversight for completion of site investigations, and for design and implementation of remedial activities undertaken by potentially responsible parties. In addition, you will evaluate environmental monitoring data to determine if public health or environmental hazards occur at project sites.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field, AND 3 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable). At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
Candidates who are most competitive will also reflect the following:

  • Excellent project management, analytical, and organizational skills; prior regulatory experience in a project manager role, including experience planning, leading, and implementing projects and programs.
  • Demonstrated ability to serve as a project team leader for remedial action projects.
  • High emotional intelligence and self-awareness, and ability to work in a diverse team setting.
  • Excellent verbal and written communication skills; professional level writing and presentation acumen.
  • Ability to represent the agency by providing technical data and interpretation to a diverse audience at public hearings, meetings, council meetings, and commission meetings.
  • Ability to interpret state and federal laws, regulations, rules, policies and procedures; and ensure that cleanups comply with all applicable Oregon rules and statutes governing air quality, water quality, solid waste and hazardous waste
  • Ability to communicate effectively with staff, many sectors of the public, and other natural resource agencies, including communicating technical information.
Working Conditions:
You will work principally in an office setting, with occasional site visits to oversee, inspect, evaluate, or conduct field investigations at contaminated sites. Fieldwork may include 1) air, soil, soil gas, and groundwater sampling, 2) supervising monitoring well construction or beneficial water well use survey, 3) supervising reconnaissance (direct push) or drilling for sampling, or 4) tank decommissioning and cleanup work. Field work may occur during inclement weather conditions. During field activities, there may be exposure to contaminated soil, water, fumes, airborne contaminants, and other hazards. Such conditions may require use of personal safety equipment and protective clothing. Occasional lifting and bending. Occasional driving up to several hours in a workday. Must possess a valid driver’s license.
