This position manages Department of Correction's (DOC) policy development, policy administration and operational audits. The position’s scope includes DOC policies, institutional Operational Memorandums (OMs), procedures, audit processes and organization of the Corrections Commission business. The policy and compliance manager will be responsible for content, administration and compliance with policy and directives within all units of the DOC.
This position is exempt from the Civil Service Act.
  • managing the department's policy development process, including drafting, research and assigning clerical policy duties to others as needed to ensure the process is done accurately and timely;
  • developing and managing audit processes for facility/agency operations;
  • identifying policy needs and emerging issues;
  • creating policy that accurately reflects practice, is logical, evidence-based, efficient and aligns with management directives;
  • revising policy as needed to maintain consistency with practice, directives, statue and administrative rule changes, revisions to applicable standards and direction set forth by the Secretary of Corrections;
  • participating in the department’s Legislative Review processes, including the DOC’s Legislative Task Force (LTF);
  • research of applicable state and federal laws, rules, national correctional standards, best practices;
  • assisting with the development or review of state laws, proposed legislation, administrative rules and other directives to maintain consistent operational approach;
  • ensuring DOC policy and field OMs are complete and consistent with state laws, rules and other regulations and practices are aligned with national standards;
  • interfacing DOC's policies and OMs with other state agency policies such as the Bureau of Human Resources, Department of Social Services, Department of Health, Bureau of Information and Telecommunications and Risk Management;
  • managing the DOC’s policy management system (Policy Tech);
  • developing measures of compliance with department policy within all DOC units;
  • serving as the department contact for specialized audits, such as institutional security audits, PREA audits, and After Incident Reviews
  • involvement with Internal Controls processes, development and review of Memorandums of Understanding (MOU’s), agreements, and DOC contracts to ensure operational consistency and alignment with existing DOC policies, operations, and mission;
  • organization of the Corrections Commission business;
  • engaging and knowing what the institutions are doing operationally from a policy perspective;
  • facilitating cross-divisional discussions of policy and collaborating with leadership teams regarding policy development and implementation.
Knowledge of:
  • data analysis and techniques;

  • research and/or survey methodology;
  • principles and theories of policy development and the practices and procedures of implementation; and
  • state laws, rules and regulations and the legislative and administrative rules processes MOU’s, contracts, and internal controls

  • align practices with nation standards (ACA, NIC, NCCHC, ADA, PREA, CLA)
