Finance Director, Humanitarian Programs

Director, Domestic Disaster Finance
This Director will report to the Executive Director of Humanitarian Programs Finance as part of a team whose goal is to help the organization spend donations effectively on the mission.  The Director will specifically focus on providing finance support to domestic Disaster Cycle Services serving as a leader within Domestic Disaster Services Finance.  The role will be multifaceted and require a range of skills:

  • Significant accounting/traditional finance to help budget, track spend commitments in various systems, and reconcile the commitments with the general ledger especially for large disaster relief operations. 
  • Creating and implementing simple but effective financial controls that complement service delivery
  • operational skills to support the organization respond to large disaster relief operations. 
Overall, we are looking for a candidate whose primary professional passion and long-term career path is finance but can also support operations.      
Responsibilities:
Overall:

  • Lead multiple direct reports, present regularly to programmatic and finance leadership, determine strategy for an entire team, lead the full-suite of financial reporting for a team, lead major projects, and lead expansion of volunteer workforce on team.
  • Create and maintain the finance tools needed to serve clients of Red Cross services including those that provide financial assistance (e.g. electronic funds transfers).  This is a crucial and exciting part of this job.    
  • Help Finance teams prepare for and respond well to large disasters both internationally and domestically (including long term recoveries), plugging in where necessary either within NHQ or often traveling to the disaster site.  
  • A large part of job is ensuring effective financial controls exist and are being followed to prevent fraud, misuse, or loss.
Financial Controls and Policies

  • Assist in the development, implementation and maintenance of financial policies, controls, procedures, and IT systems.
  • Identify, quantify and report on financial risks and help design controls to manage them.   
  • Proactively elevate risks and opportunities to improve controls, policies, procedures and systems.
  • Ensure that all reports and disclosures comply with applicable governmental regulations, professional standards, and organizational policies.
Analysis and Reporting:

  • Direct financial analysis projects, forecasting, and statistical studies.
  • Analyze and interpret data, conduct research, identify trends, conduct business plans and feasibility studies (providing both quantitative and qualitative analysis).
  • Develop, extrapolate, and report metrics to determine present and future performance/forecasts. 
  • Manipulate information from electronic databases/information systems to produce advanced analysis in the most efficient way possible and turn this into templates for future use and for other’s use. 
  • Perform financial modeling including development of assumptions, business logic, cost-benefit, budget & actual variance, financial impact, return on investment (ROI), and/or other types of financial analyses.
  • Use minimal programmatic (non-financial) data to quickly extrapolate financial impact.
  • Direct employees engaged in the preparation and distribution of periodic financial statements.
  • Responsible for managing budget.
Communication and teamwork:

  • Work collaboratively with internal clients, finance team and business leaders.
  • Present clear oral and/or written summaries of findings and recommendations to internal finance clients and often sr. leadership.  In many cases will need to simplify finance concepts and explain them in way that non-finance professionals can relate too.  
Project Management and Disaster deployments:

  • Lead special projects and business case development. 
  • Deploy to disaster relief operations for two weeks on average (could be longer), work quickly in a very dynamic situation.   
  • Will perform other duties as required.    
Qualifications:

  • Education – 4-year college degree - Accounting Finance, Business Administration, or highly quantitative subject matter.  MBA or Master’s Degree focused on quantitative subject matter or CPA preferred. 
  • Experience - 7 years minimum. Progressively responsible accounting or financial management and analysis experience required.
  • Management Experience- Minimum 5-years of staff management.
  • Experience using large scale automated financial systems (e.g. Oracle) preferred.
  • Ability to lead finance support to an entire program which is large and dynamic.  Must be able to lead team in prioritizing and constantly re-prioritizing as new disasters or developments occur. 
  • Strong interpersonal, analytical, and communication skills.   
  • Intermediate to advanced experience with database and report writing packages such MS Excel (required) and optional: MS Access, Power BI, Business Objects, Hyperion.  
  • Ability to lead synthesis of data in a clear and concise manner, and to present such information to Senior leadership. 
  • Ability to lead production of processes/reports/results within hours even if requires a brand-new solution.  
  • A great affinity for the mission of the American Red Cross.
  • Preferred that position work in Washington DC / Northern Virginia area. 
  • Ability to travel anywhere in the country and ideally world with limited notice. Ability to travel 5% of time.
