The Public Advocate's Office is the independent consumer advocate at the California Public Utilities Commission (CPUC). The Public Advocate's Office's mandate is to obtain the lowest possible rates for utility services consistent with reliable and safe service levels and the state’s environmental goals. The Public Advocate's Office represents residential and small business ratepayer interests in Commission policy-making proceedings and processes.
The Energy Cost of Service and Natural Gas (ECOSNG) Branch is responsible for representing ratepayer interests in proceedings involving energy general rate cases, utility audits, utility mergers, purchases and sales of utility assets, cost of capital, natural gas procurement and policy, natural gas transmission and storage infrastructure, natural gas cost allocation, and California natural gas transmission and distribution pipeline safety.
