The Oregon Department of Environmental Quality (DEQ) currently has a full-time opportunity for a Water Quality Compliance Data Specialist (Information Specialist 5) in Portland, Oregon. This position is Limited Duration through June 30, 2023.

The Water Quality Division has a critical role in achieving the Department’s mission by developing policy, implementation tools, and implementation priorities for improving and protecting the quality of water in Oregon’s waterways. The Water Quality Division works cooperatively with the Department’s three regional offices and the Laboratory to deliver programs and services that protect and enhance the quality of the waters of the state to protect public health and the environment. What you will do!
You will provide a variety of technical, analytical, and data steward services to the Water Quality Division to achieve its goals of protecting and enhancing water quality through its National Pollutant Discharge Elimination System (NPDES), Water Pollution Control Facility (WPCF), and Underground Injection Control (UIC) permitting, compliance, and enforcement programs. This work includes retrieving, reviewing, and transferring data between systems; developing data models; facilitating electronic reporting of compliance data to federal agencies; developing policies and procedures for data management and reporting; and maintaining Water Quality Program data systems.

What are we looking for?
Minimum Qualifications: 4 years of information systems experience or a Bachelor’s degree in Information Technology, Computer Science, or a related field.
Candidates who are most competitive will also reflect the following:
- Demonstrated proficiency in Microsoft Office, SQL, Visual Studio, Extensible Markup Language (XML) and other data manipulation software.
- Ability to prioritize workload to meet changing priorities and deadlines.
- Excellent verbal and written communication skills; ability to communicate clearly and effectively in stressful situations.
- Strong attention to detail and willingness to adhere to strict quality control practices.
- Experience providing technical consultation and advice to managers, technical and professional IT staff, and system users.
- Experience with data retrieval, model development, system support, analysis, processing, and reporting.
- Knowledge of water quality permitting programs, such as NPDES, WPCF, and UIC.
Working Conditions:
Work is conducted primarily in a fast-paced office environment with multiple demands for time. Occasional statewide and/or interstate travel required to attend meeting and trainings.
