JC-255959 : Information Technology Specialist I - Project Manager
Under general direction of the IT Supervisor II, the Information Technology Specialist I (ITS I) provides services under the IT domain of Project Management. The incumbent serves as a Project Manager over multiple IT Branch initiatives currently underway or planned. In accordance with current project management methodology, the Project Manager manages small to medium projects involving single to multiple business areas through initiation, planning, executing, monitoring and controlling and closing phases.
- Serving as Project Manager for small to medium IT projects, the incumbent: identifies and documents project scope, business objectives, measurable benefits, success criteria, assumptions, constraints, and dependencies; develops project plans and artifacts, detailed project schedule, and manages the project budget; performs issue and risk management and develops and executes resolution strategies and corrective actions to address issues; defines project roles and responsibilities; identifies required resources and obtains resource commitments from stakeholders; defines project deliverables and activities; reviews, refines, and approves defined deliverables for accuracy and completeness; works closely with and participates in a variety of multi-disciplinary teams to deliver projects successfully; ensures that management, sponsors, affected State organizations, contractors, and other participants agree to project commitments; conducts project close-out activities; obtains final acceptance of project deliverables from sponsors. All projects are to be managed in accordance the System Development Life Cycle, Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK), and applicable industry best practices.
- Elicit, document, organize, and validate complex business or solution requirements. Ensure requirements are clearly written and testable. Ensure requirements are traced, backward/forward, and identifies the relationship to other requirements across modules or phases of a project.
- Plan and facilitate project steering committee meetings, project team meetings, and other program related meetings as needed. Develop reports such as ad hoc presentations pertaining to a project scope, status, budget, risk and issues. Analyze complex business or technical requirements. Provide project status information to all levels of stakeholders. Provide strong leadership and strong collaboration among project teams, stakeholders/customers.
- Lead the intake process for new candidate IT projects through legislative analysis, the review of enhancement requests, and development of documentation for the California Department of Technology (CDT) Project Approval Lifecycle. Assist in documentation of the business case, development of effective solutions to customer problem, and participates in development and reviews of project submissions.
- Serve as liaison between the Project’s business team and IT Management as well as the Business Sponsor. Communicate direction from the Business Sponsor to IT management and the business team and escalates risks and issues to the Business Project Sponsor to facilitate impact analysis and resolution.
- Develop and maintain ongoing documentation on the life cycle of IT projects, beginning to end, to provide a historical record of each project. Maintain program and project management documents, templates, and artifacts on a shared site. Ensure standards and methodologies are updated and published for CHD programs and projects.
- Attend regularly scheduled section and branch meetings, as well as training classes. Review technical journals or websites to acquire and maintain knowledge of applicable, emerging procedures and the latest in industry best practices
