This position will report to the Department of Health and Human Services (DHHS), Assistant Safety Program Manager and will manage a multifaceted safety and Joint Commission Environment of Care program for the Julian F Keith Alcohol and Drug Addiction Treatment Center, that complies with all federal, NC, DHHS and other authorities having jurisdiction. Authorities having jurisdiction including, but not limited to NC DOL OSH, NC OSFM, NC DEQ, CMS, NC DHSR, and The Joint Commission. Duties will focus on providing a safe and healthful environment for all employees, patients, and visitors within this facility. To include:
  • Advising and assists management in the development and implementation of occupational safety and health, Joint Commission Environment of Care requirements, environmental compliance, and related policies.  
  • Serving as the principal technical advisor and subject matter expert to management at these facilities for the development, implementation, and enforcement of safety, Joint Commission Environment of Care, and environmental compliance. 
  • Conducting specialized training for employees as required by authorities having jurisdiction and will interface with the workers’ compensation program in areas of accident investigations, data collection, and trends, and accident prevention. 
  • Conducting inspections of all work areas of these facilities to ensure compliance with applicable requirements. Regulations include, but are not limited to walking-working surfaces, hazardous wastes, materials and substances, personal protective equipment, control of hazardous energy, permit-required confined spaces, materials handling and storage, machinery and machine guarding, hand and portable powered tools, welding, cutting and brazing, electrical and removal of lead-based paint, maintenance, and abatement of asbestos-containing materials.  
  • Communicating and coordinating corrective action with facility management and the Assistant Safety Programs Manager regarding those programs. 
  • Conducts safety committee meetings and advises committee members on the number and causes of accidents and unsafe working conditions and/or practices. 
  • Recommends policy and procedure changes to eliminate hazardous conditions and provides written recommendations of specifications required for compliance with codes and regulations. 
  • Exposure to maintenance and support equipment areas, such as boiler rooms, mechanical rooms, manholes, attics, basements, construction sites, stock rooms/warehouses, etc. is periodic. 
  • Some travel is involved.

Salary Grade: GN09; Salary Recruiting Range: $36,677.00 - $58,006.00

About the DHHS Human Resources Division:
The Division of Human Resources is responsible for strategic and tactical human capital management within DHHS including compliance with all federal and state rules and regulations affecting employee relations, recruitment/ selection, job evaluation, salary administration, benefits, workers’ compensation, safety, and core staff development.
The Office of the Secretary Human Resources Office (OOS-HR) provides comprehensive HR services and support to 13 divisions made up of approximately 1,200 positions and employees, which includes executive leadership and other administrative divisions of DHHS. The work is complex and dynamic because of the types of divisions supported by OOS-HR. This office is committed to providing essential human resource services to Division Directors, their management teams and staff; and provides a full range of human resources services to include HR Consultation, Recruitment, Salary Administration, Safety and Health, Performance Management, Employee Relations, and Health Benefits Administration.

Knowledge, Skills and Abilities / Competencies

  •  Working experience needed to demonstrate, interpret, and apply OSHA regulations, CMS/DHSR/Joint Commission requirements, building codes, NFPA standards, ANSI Standards, EPA/DEQ regulations, and general knowledge of industrial hygiene. Along with the ability to manage, direct and enforce these regulations and standards. 
  • Documented strong oral, written, and research communications skills.
  • Proven ability to effectively prioritize work. 
  • Proficient in computer knowledge of Windows-based systems, Excel, and Microsoft Office 365. 
  • Demonstrated ability to effectively communicate with a variety of people at all education levels, and to establish and maintain working relationships with employees and customers. 
  • Demonstrated ability to crawl and use other physical movements during inspections.

Managers Preference:
Management prefers a candidate with 3 years of safety experience. 
Additional knowledge preferred: CERCLA and RCRA Knowledge with strong environmental management systems background. 

Minimum Education and Experience Requirements
Bachelor’s degree with a major in safety management, occupational safety, industrial technology, or one of the physical sciences from an appropriately accredited institution and a minimum of one year of progressive occupational and safety and health experience;
An equivalent combination of education and experience.
