Deputy District Administrator, Hennepin County

The Fourth Judicial District Court invites qualified applications for a Deputy District Administrator position that is responsible for overseeing the management of multiple divisions of the District Court. The Deputy District Administrator is a member of the Fourth District leadership team and works closely with the District Administrator, co-Deputy District Administrator, the Chief Judge, and Presiding Judges to implement the administrative practices, policies, and initiatives of the Fourth Judicial District Court.
The Fourth Judicial District Court is a fast-paced, diverse urban court that strives to build strong relationships through innovation and optimization of our resources. We are the State's largest and busiest trial court, handling nearly 500,000 cases each year (about 38% of all cases filed in the state) and serving 1.2 million people, which includes Minneapolis and its surrounding 46 suburban cities (about 22% of the state's population). As a large urban/suburban trial court of general jurisdiction, criminal/traffic, civil, family, juvenile, and probate/mental health cases are heard in six locations throughout the district. The 63 judges, 12 referees, hearing officers, and 540 staff members strive to provide an accessible, fair, courteous, efficient, and innovative system of justice. Our Court's mission is to provide justice through a system that assures equal access for the fair and timely resolution of cases and controversies.

This highly responsible advanced administrative and managerial work involves assisting the Judicial District in managing, directing, and overseeing the work of multiple district management staff members who are responsible for court departments and administrative functions. This position will be responsible for the direction and supervision of the work of Accounting, Human Resources and Development, Psychological Services, Facilities, Security, Scheduling, Jury and Interpreter Unit, Legislative Outreach, Information Technology and Project Management, and the Court Reporter Unit of the Fourth Judicial District Court.

District Administration is located on the 12th floor of the Hennepin County Government Center, 300 South 6th St, Minneapolis, MN 55487. This position is currently working both on-site and remotely, which may change depending on business needs.

Example of Duties
  • Serves as a Deputy District Administrator in the largest judicial district in Minnesota; responds to critical issues, which may require coordination with judicial officers, and assists to resolve major problems.
  • Directs the daily, short-term, and long-term planning of operational and administrative support through 4-5 direct reports, including large infrastructure support divisions.
  • Oversees administration of activities associated with jury management, staff interpreters, courtwide scheduling, information technology, accounting, and project management functions of the district.
  • Leads, through the Chief of Psychological Services, the district's Psychological Services Unit, which services several other metropolitan districts.
  • Oversees long-range construction plans for six courthouses; reviews, evaluates, and provides recommendations to the District Administrator for all requests for construction or remodeling of facilities. 
  • Monitors and controls the planning, development, and operation of information technology, projects, and innovations.
  • Leads the judicial district's biennial budget process, negotiating and articulating operational priorities with leadership judges and senior managers, forecasting for future workloads and initiatives, and assisting with presentation and justification to State Court Administration and the State Judicial Council.
Typical Qualifications
Minimum Education and Experience:
  • Bachelor's degree from an accredited institution.
  • Five years of public or private sector management experience.
  • Experience being responsible for a large organizational budget.
  • As this position will be working partially remotely, access to reliable internet connection is required during this time.
Minimum Knowledge, Skills, & Abilities:
  • Ability to communicate effectively both orally and in writing.
  • Demonstrated experience fostering relationships across organizational lines.
Preferred Qualifications:
  • Master's degree in Judicial Administration or Public Administration, JD, MBA, or equivalent graduate or professional degree.
  • Five years of experience in management role in the Minnesota Judicial Branch.
  • Extensive knowledge of Minnesota Judicial Branch policies and procedures.
