Environmental Supervisor

***Typical Hiring Range: $68,200 - $74,000 annually***
***Salary to be commensurate with qualifications***

Assists the Division Manager in coordinating the activities of the Environmental Division (ED) in the Community Services Department. Supervises staff and leads projects to support the services provided by the Division. Provides technical assistance and direction to staff on regulatory compliance, household hazardous waste, noxious weeds, sustainability, and natural resources. 
  • Oversees ED daily operations and projects, ensuring compliance with applicable Federal, State, and local laws, regulations, codes, and standards. Develops and coordinates work plans; participates in the development of goals and objectives; and evaluates projects, procedures, and outcomes. 
  • Supervises staff by prioritizing work, mentoring, conducting performance evaluations, identifying development needs, and providing training to improve knowledge and skills. May participate in the hiring and disciplinary process.
  • Coordinates resources, third parties, and/or vendors for flawless execution of environmental assignments while ensuring all projects remain within scope and on budget.  
  • Monitors, tracks, and follows up on the progress and completion of ED projects and tasks.    
  • Reviews ED work methods and procedures through investigations and studies; recommends modifications to improve programs, policies, and procedures. Prepares and presents reports. 
  • Communicates and collaborates with internal and external stakeholders to coordinate work activities, exchange information, and resolve problems and disputes. May participate in public education/outreach opportunities. 
  • Responds to escalated questions and more complex complaints from the community. Evaluates situations and recommends solutions; coordinates responses with other divisions and County offices/departments as needed. 
  • Oversees quality control of the ED and ensures adherence to established standards and plans.
  • Ensures excellent customer service is provided at the Household Chemical Waste Collection Facility; provides coverage as necessary. Participates in Household Hazardous Waste Special Events. 
  • Assists staff with identifying and mapping noxious weeds throughout the County when necessary. Demonstrates fundamental plant identification skills and basic control methods for noxious weeds. 
  • Applies scientific knowledge and direction to staff to balance the needs of plants, people, and animals in conjunction with threatened and endangered species, wetlands, and conservation easements. Performs site visits as necessary. 
  • Provides direction, technical assistance, and general environmental compliance support to staff on environmental fieldwork including on-site assistance as needed. 
  • Assists the Division Manager with budget preparation and administration, which may include capital improvement projects. May assist with grant proposals, documentation, and reviews. 
  • Represents the County at a variety of meetings, advisory groups, committees, agencies, councils, and other related groups. 
  • Attends conferences and trainings to maintain proficiency and stay current with best practices.  
  • Performs other duties as required.
Qualifications
  • High school diploma or equivalent education required. Bachelor’s degree in public administration, environmental science, natural resources, or related field preferred. 
  • Minimum three (3) years of related environmental science experience required.
  • Minimum two (2) years supervisory or leadership experience required.
  • Knowledge of geographic information systems (GIS) databases and GPS preferred.
  • Ability to use standard office equipment including computer, copier, calculator, and telephone. Experience with databases and Microsoft Office programs to include Word, Excel, Outlook, and Teams.
  • Ability to communicate effectively and positively both verbally and in writing.
  • Must be honest, truthful, trustworthy, and possess a high degree of personal integrity.
  • Ability to lead, manage, and train others; ability to objectively review, evaluate, and document the performance of employees.
  • Must possess strong attention to detail; ability to efficiently plan, schedule, and organize.
  • Ability to manage, coordinate, and prioritize multiple projects using professional judgment with minimal supervision.
  • Ability to assess situations and make prudent and appropriate decisions; ability to apply conflict resolution and problem solving skills.
  • Ability to work effectively and tactfully with co-workers, County employees, external agencies, and the general public.
  • Must possess excellent customer service skills.
  • Ability to maintain confidentiality.
  • Maintain regular and punctual attendance.
  • An equivalent combination of related education and experience may be substituted for the education and experience requirements above.
  • Must pass conditional post-offer background investigation, motor vehicle record check, drug screen, and physical examination.
Licenses/Certificates
  • Must possess and maintain a valid Colorado Driver’s License.
  • OSHA Twenty Four HAZWHOPER Certification or ability to obtain within six (6) months of employment.
  • Must possess a Pesticide Applicators License/Qualified Supervisor Certification or ability to obtain within six (6) months of employment.
  • CPR and First Aid Certification preferred.
Work Conditions
Work is performed in both an office and outdoor environment. May handle hazardous waste, spill material, herbicide chemicals, and household chemical waste on a regular basis. Work may be performed outdoors; may be exposed to elements of nature, including cold, heat, rain, snow, wind, sleet and ice. May be exposed to hazardous chemicals, or potentially hazardous or volatile situations. Must be able to stand, reach, stoop, kneel, safely climb stepstools, ladders, and stairs, and withstand heat and cold in Level B PPE. Must be able to safely lift and carry up to 25 lbs frequently; maneuver and/or manipulate up to 50 lbs occasionally. Position may require work outside normal business hours to include on-call, weekends, and/or holidays.
