Job Description
The mission of the Bureau of HIV/AIDS Prevention and Control (BHIV) is to end HIV transmission, promote the health of all New Yorkers with or vulnerable to HIV, reduce HIV-related inequities, and combat stigma.
The Bureau of HIV (BHIV) oversees and coordinates the NYC Health Department's response to the HIV epidemic. The work of the Bureau includes:
policy development
direct administration of programs
oversight of contracted programs
community participatory planning
provider outreach and education
research
surveillance
All with the goal of preventing new infections and supporting New York City residents living with HIV/AIDS.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
• Work collaboratively with Director of Technical Assistance (TA) and fellow Senior Project Officers to ensure the timely completion of activities related to all areas of special focus.
• Assist the Director of Technical Assistance (TA) and Quality Management in conducting health related literature, scientific reviews and applied research as needed.
• Support contracted agencies in implementing models of high-impact HIV prevention through biomedical and behavioral interventions, including HIV testing, PrEP, PEP, and iART.
• Conduct public health literature and scientific reviews to identify best practices in prevention service delivery.
• Work with the Prevention team in writing reports, abstracts, scientific papers, and presentations.
• Work collaboratively with the Prevention, Research and Evaluation team on creating, reviewing, and updating scientific data monitoring tools and reports necessary for carrying the scope of work belonging to the Technical Assistance (TA) team.
• Work collaboratively with Prevention Program Planning, Research and Evaluation team on developing data parameters to inform outcomes evaluation activities.
• Work collaboratively with the Prevention, Research and Evaluation team on data cleaning by reviewing programmatic data for inconsistencies and errors, following up with contractors, and providing guidance on data correction.
• Act a team lead and chief point of contact for a portfolio of contracts
• Lead and support the planning and implementation of meetings for contractors. These include, but not limited to:
coordinate logistics
develop the agenda and content for all sessions
present at the meetings on relevant topics
facilitate health related educational workshops and discussions for contractors
• Conduct virtual or in-person site visits with contractors to discuss the progress of implementation and review performance data to inform program improvement.
• Establish and maintain strong relationships with healthcare facilities and Community Based Organizations (CBOs) funded by BHIV.
• Liaise and coordinate with funded agencies, master contractor, funders, and other collaborators to improve and enhance contract performance.
• Assist funded agencies in the development and implementation of quality improvement protocols.
• Lead planning and coordination of meetings to review contract data performance.
• Lead needs assessment, planning and development of materials, resources, and tailored capacity-building initiatives to support funded agencies.
• Lead all Technical Assistance (TA) activities related to at least one area of special focus. Special focus areas include but are not limited to the following:
data management
specialized Technical Assistance (TA) initiatives
project management
agency-required training development
quality improvement
• Work collaboratively with the Prevention Program Planning Unit to develop, implement and support unique HIV prevention programming performed by clinical and non-clinical organizations throughout New York City, NY as awarded by BHIV.
• Meaningfully contribute to inter-unit meetings to provide programmatic context and agency-specific information on model implementation, performance, and impact.
• Analyze and review programmatic data to monitor the performance of contracted programs.
• Generate and share data reports and data presentations with contractors.
• Provide Technical Assistance (TA) based on analysis of contractor data and by using HIV surveillance data and other available data sources to inform recommendations and guidance.
• Support the development and delivery of trainings for contractors, including co-facilitating trainings.
• Provide supervision and guidance to Project Officers on the Technical Assistance (TA) team, when assigned a direct report by the Director of Technical Assistance (TA).
• Supervise interns/direct reports on projects that support the activities of the Technical Assistance (TA) team when assigned by the Director of Technical Assistance (TA).
• Coordinate workflow and collaboration with other teams in the HIV Prevention Program and within BHIV.
• Work collaboratively with internal and external partners in ensuring program quality and performance.
• Participate in contract compliance process, making recommendations in collaboration with BHIV leadership and master contractor.
• Collaborate with fellow BHIV colleagues and teams to support the dissemination of BHIV initiatives.
• Perform ad-hoc duties as may be assigned by the supervisor.
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
• Must have working knowledge, and strong understanding of HIV/AIDS and STIs as well as the national and local Ending-of-the-Epidemic strategies.
• Three years or more of professional knowledge and working experience in the advancement of HIV/AIDS and STI work required.
• Prior experience working with clinical agencies, Community Based Organizations (CBOs), and administrative staff required.
• Intermediate to advanced skills in Microsoft Suite, Adobe, and Google Suite required.
• Proficiency with Salesforce required.
• Strong oral and written communication, analytical, and organizational skills required.
• A profound commitment to government-community collaboration, program quality management, and improvement.
• Experience with the use of web-based project management tools required.
• Experience leading and developing large-scale events and activities, such as the coordination of workshops/trainings required (both in person and virtually online).
• Experience with monitoring and evaluation preferred.
• Experience providing Technical Assistance (TA) to agencies of different sizes and capacities preferred.
• Prior experience supervising staff/direct reports preferred.
• Preferred candidates must showcase a history of working well both independently and collaboratively as part of diverse and interdisciplinary teams.
• Must be able to effectively manage multiple projects and competing priorities as part of the primary work responsibilities.
• Ideal candidates must have experience effectively navigating large departments/institutions, identifying key stakeholders.
• Ideal candidates must have experience in troubleshooting issues using critical thinking skills and professional decorum.
