Office Engineer – Transportation Engineer 3

The Opportunity
WSDOT is currently seeking a motivated engineer with strong technical and engineering skills to fill the position of Office Engineer for our Tumwater Project Engineers Office. As an Office Engineer, you will be responsible for the supervision and guidance in preparing contractor payments, materials documentation, review and processing of change orders and contractor submittals, as well as preparing budget and cost reports. This position leads the payments and materials documentation team. Communication is paramount, as this position will regularly communicate with key members within WSDOT as well as local agencies, contractors, and others.
 
 What to Expect
Among the varied range of responsibilities held within this role, the Office Engineer will:
  • Oversee and review of progress payments, project documentation, final estimates, and final records.
  • Track compliance of contractor work with State and Federal regulations related to Underutilized Disadvantage Business Enterprise (UDBE/DBE) goal tracking, training, certified payrolls, and other labor practice laws.
  • Supervise the review and distribution of contractor submittals including sublet requests and materials certification.
  • Assist the Project Engineer and Assistant Project Engineer in the preparation of change orders, supporting documents and costs to complete, funding requests, and aging reports for the office.
  • Supervisory duties including approving timesheets, employee evaluations, work scheduling, employee interviewing 
and training.
  • Provide supervision and guidance to Quality Verification inspectors and technicians. 
 
Qualifications
To be considered for this opportunity, the following are required:
  • One year of experience as a Transportation Engineer 2 or equivalent. 
  • Knowledge of highway transportation engineering principles, methods, and practices.
  • Knowledge and understand contractor/owner relationships and basic contract administration.
  • Experience in reviewing engineering plans and specifications for compliance with established standards.
  • Proven ability to utilize computer applications involving databases, word processing, spreadsheets and other technical software uses. 
  • Experience providing training, career development, mentoring, assigning work, monitoring work for progress and quality, and giving constructive feedback upon completion of tasks. 
  • Experience reviewing and interpreting data, identifying problems, and developing solutions using sound engineering judgement and guidelines on complicated transportation projects. 
  • Experience managing multiple projects involving a variety of resources, support groups and other entities (county, tribe, other state agencies, etc.).
  • Effective communication skills with experience communicating clearly, both written and orally, to multiple audiences.
  • The ability to work flexible hours, such as nights or split shifts, overtime and weekends.
  • A valid driver's license.

It is preferred that qualified candidates also have:
  • Bachelor's degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field.
  • Certification as an Engineer-in-Training.
  • Licensed Professional Engineer in Washington State.
  • Experience with state computer programs (SAMS, MATS, CCIS, CAPS).
