STAR PROGRAM DESCRIPTION
Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) supported by the US Agency for International Development (USAID) Global Health (GH) Bureau. Its purpose is twofold: (1) Through individual fellowships, STAR will help strengthen the capacity of diverse American and low-and-middle-income country (LMIC) health professionals at all levels to make innovative contributions to global health (GH); and (2) STAR will create ground-breaking opportunities for both US and LMIC GH academic institutions and other groups, including professional associations, to create systems for open-access knowledge sharing, resulting in effective partnerships. STAR’s individual and institutional participants are contributing to the development of self-sustaining systems and tools that will produce global citizens with the full spectrum of relevant health competencies. STAR is managed by the Public Health Institute and implemented in partnership with Johns Hopkins University (JHU), the University of California, San Francisco (UCSF), and the Consortium of Universities for Global Health (CUGH).
INTERNSHIP DESCRIPTION
Background:
The U.S. Agency for International Development (USAID) continues to be at the forefront of the U.S. Government (USG) response in the fight against HIV/AIDS. USAID is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this initiative. This position sits within the USAID Office of HIV/AIDS, in the Prevention, Care and Treatment Division, Biomedical Prevention Branch.
Introduction:
HIV pre-exposure prophylaxis (PrEP) is a novel HIV prevention strategy that involves taking antiretroviral medication to prevent acquisition of HIV and is recommended for populations who are at heightened risk of HIV infection. PrEP is an important tool as part of a combination strategy for HIV prevention. While a number of PEPFAR countries have piloted or conducted demonstration projects on PrEP, there is now an effort to rapidly scale up PrEP implementation at the national/country level. PEPFAR and USAID are working with country teams, local government officials, and other key stakeholders on implementation planning, demand creation, and policy related to PrEP implementation, and monitoring program performance in order to ensure PEPFAR targets are reached for this new intervention.
Reporting structure:
The HIV Pre-Exposure Prophylaxis Intern (Intern) will work closely with the Biomedical Prevention Branch team and receive technical guidance from the Health Science Specialist, who will serve as his/her onsite managers.
OUTCOMES
By the end of the internship, the Intern will have gained experience and exposure to:
- Familiarity with USAID and PEPFAR programming.
- Delivering presentations and presenting data to different audiences and supporting the development of a peer-reviewed manuscript.
- Understanding how USAID headquarters coordinates and implements country-level program programming in HIV/AIDS
Essential Duties:
- Support analysis of performance data from USAID implementing partners and programs working on PrEP service delivery.
- Prepare literature reviews and other analytical work as requested.
- Support development of a manuscript with the Senior PrEP Technical Advisor and PrEP team, and deliver presentations of their data analyses to different audiences, which may include partners and Mission staff.
- Compile and adapt tools for the field, such as M&E tools developed by countries that can be shared more widely or adapted for other settings.
- Support activities developed by the interagency PrEP Community of Practice, including knowledge translation and data utilization.
- Support headquarter-based technical assistance to USAID country teams, with countries assigned based on Intern’s own interest and team needs.
- Other tasks or responsibilities may be assigned based on organizational and programming needs and/or the Intern’s own interest.
Anticipated learning outcomes:
All STAR Interns will participate in learning activities (*required 10% time) during their internship. By the end of the internship, the Intern will be able to:
- Identify and describe the core attributes of the STAR global health competencies; defined as development practice, cross cultural awareness, communication, capacity strengthening, ethics of public health, health equity, gender equality and global burden of disease.
- Gain exposure to HIV/AIDS and implementation science through global health programming.
- Apply effective communication skills across a broad network of peers and advisors within global health to support learning and professional development.
- Develop a global health focused career plan with a mentor.
INTERNSHIP REQUIREMENTS
Required:
- Currently enrolled masters or other post-bachelor’s degree candidate or completion of such within the past 12 months;
- Experience with HIV programs; experience either studying or implementing PrEP programs, strong interest in learning about PrEP.
- Ability to analyze data from different sources/databases.
- Ability to create data visuals.
- Demonstrated experience with communication of technical data, including how to present technical materials to a variety of audiences.
- Demonstrated innovative thinking and problem-solving skills.
- Strong interpersonal, facilitation and team building skills, and ability to work cross-culturally with diverse teams.
- Ability to work independently with minimal supervision.
- Excellent analytical, written, and oral communication skills.
- This position may require travel. Ability to participate in a field experience, which may involve domestic and/or international travel and overnight stays for up to 2 weeks.
- US citizenship or US permanent residency required.
Additional skills (preferred):
- Knowledge about USAID and PEPFAR and how USAID conducts its work in the field.
