Maintenance Program Manager (Hampton Roads District)

Job Description
THIS POSITION IS AGENCY ONLY.
Provide leadership, coordination and support to the district maintenance program by developing, administering and monitoring district maintenance budgets and annual spend plans. Work closely with field staff to prepare various budgets, Federal Funded Projects and annual spend plans. Monitor expenditures and analyze data for planning and program requirements. Review funding requests, perform cost analysis and make determination for funds. Enact fund and expenditure transfers through journal entries in Cardinal system. Develop and present reports regarding status of funds, project expenditures, trends and spend plans. Prepare budget and other financial presentations for District and Statewide committees. Reconcile year end budget. Ensure district meets maintenance contracting, goods and equipment resource needs within targeted allocations and spending plans. Serve as active member of District Maintenance Program Leadership Group (DMPLG). Provide support and technical assistance related to maintenance policies, procedures, data analysis and business practices. Coordinate and implement districtwide maintenance programs to include revision or development of new programs. Administer project financial closeouts for the district maintenance program. Support users with various maintenance related systems as needed. Develop and conduct specialized training for maintenance operations personnel as new programs are implemented or existing programs are updated. Convey information to district and central office personnel. Assist with training and coordination of on-call response to emergency events. Assist with development, coordination and implementation of emergency operation procedures. Serve as liaison between district, Central Office, FEMA, FHWA and field operations during emergency events and cost recovery efforts.

Minimum Qualifications
Knowledge of maintenance procedures, policies and practices. Knowledge of state and federal transportation rules, regulations and funding policies. Knowledge of emergency operations planning, implementation and monitoring. Experience developing and managing multiple budgets and financial documents. Ability to work independently to set priorities and schedules and resolve issues. Ability to gather and analyze data and prepare technical reports and presentations. Ability to interact and communicate effectively with internal and external customers. Skill in the use of computers to include Excel spreadsheets and pivot tables. Experience with Cardinal system/reports and knowledge of cost center/project allocation process and allocation transfer process. Preferred Qualifications
Degree in Civil Engineering, Finance, Business Administration or related field preferred. Progressively responsible experience in transportation maintenance and budgeting processes. Experience working with FEMA and FHWA reimbursement process.

Special Requirements
This position is designated as essential and is required to work during emergency situations which may include but not limited to inclement weather, disaster response and emergency operations.

A driver’s license valid in Virginia. References, work history, and DMV records will be verified prior to employment. This position requires a fingerprint based criminal history background check.
