Analyst, Inclusive Cities
THE ROLE | HR&A’s Inclusive Cities Practice is seeking a full-time Analyst to be based in an HR&A office in New York or Washington D.C.
Analysts are early career professionals with 2-4 years of professional experience. Depending on the project, Analysts may expect their work to include:
Conducting rigorous public policy research and analysis to inform recommendations for clients. Analysts will lead qualitative analysis through literature review, interviews, and case studies, as well as quantitative analysis including economic and fiscal impact analysis, spatial analysis, and other analyses using public and private data sources.
Through HR&A’s Transition practice, helping newly elected city and county leaders transition into office and develop governing agendas. Analysts will conduct policy and municipal budget research, support stakeholder engagement, and produce public-facing deliverables that reflect the executive’s vision and values.
Conducting power mapping and political landscape analysis, identifying key decision-makers, interest groups, and influencers who shape policy and program implementation inside and outside of government.
Analyzing municipal budgets and developing recommendations for clients that enable them to produce budgets that reflect their values.
Conducting community and stakeholder engagement; including designing and facilitating engagement events, designing and analyzing community surveys, and conducting focus groups.
Preparing first drafts of well-written, concise, and accessible policy writing for client-facing deliverables such as reports, memos, and presentations.
Creating visually compelling presentations in PowerPoint.
Producing firm marketing materials and proposals.
EXPERIENCE REQUIRED | We are looking for candidates with exceptionally sharp thinkers with the maturity and gravitas to work with senior clients, a strong grasp of policy and policy writing, the ability to research and dive into complicated problems, a passion for urban policy and governance, and a deep curiosity about the challenges and opportunities facing cities today. Ideal Analysts will bring a demonstrated capacity for active project team participation, leadership, critical thinking, creativity, and other capabilities aligned with the roles and responsibilities described above, including:
2-4 years of professional experience in public policy research and analysis, economic development, governance, community engagement, or a related field—ideally in a government, nonprofit, or advocacy setting.
A deeply felt desire to make the world a better place and a commitment to advancing equity, with an understanding of how policy, governance, and economic systems impact historically marginalized communities and a desire to develop solutions that promote racial and economic justice.
The ability to think through complicated problems and ask the right questions, with strong research, analysis, and policy writing skills, including qualitative and quantitative approaches, policy evaluation, and stakeholder engagement.
Excellent written and verbal communication, with the ability to synthesize complex ideas for policymakers, advocates, and community stakeholders.
Ability to support multiple projects in a fast-paced, team-oriented environment.
Bachelor’s degree in Public Policy, Urban Planning, Economics, Political Science, or a related field or a Master’s degree (MPA, MBA, Urban Planning, etc.) or related field.
