We are seeking an experienced Oracle APEX & PL/SQL Developer to assist in an enterprise-level modernization initiative migrating legacy Oracle Forms applications to modern Oracle APEX running on Oracle Database 19c.

 

In this role, you will be instrumental in converting mission-critical regulatory and operational systems into modern, secure, and maintainable web applications. The ideal candidate brings extensive hands-on experience in Oracle APEX UI design, complex PL/SQL development, database performance tuning, and full-lifecycle Agile development.

 

Key Responsibilities

  • Application Migration & Modernization: Analyze legacy Oracle Forms architecture, logic, and data flows to design and execute seamless migrations to Oracle APEX.
  • UI/UX & Frontend Design: Collaborate with technical leads to design modern, responsive APEX interfaces and assist in defining UI/UX development standards for future applications.
  • Backend Database Development: Design, build, and optimize PL/SQL stored procedures, packages, functions, and advanced SQL queries.
  • Security & Authorization: Implement application security models, user roles, and access controls within integrated Oracle environments.
  • Performance Tuning: Profile, debug, and optimize complex queries and routines to enhance application responsiveness and scalability.
  • Data & Reporting Support: Conduct data analysis, create scripts for data extraction, and build automated reports for business stakeholders and technical leadership.
  • Full SDLC Participation: Participate in all phases of Agile/Scrum delivery, including requirements gathering, architecture review, testing, deployment, and post-production support.
  • Knowledge Transfer & Documentation: Produce comprehensive technical, functional, and system documentation while mentoring internal team members.

 

Qualifications

  • Education: Bachelor’s degree in Computer Science, Information Technology, or a related field.
  • Oracle APEX Experience: 5–7 years of hands-on experience developing enterprise web applications using Oracle APEX.
  • PL/SQL Expertise: 5–7 years of advanced PL/SQL development experience (stored procedures, packages, functions, triggers, and complex queries).
  • Database Knowledge: In-depth knowledge of Oracle RDBMS architectures (Oracle 19c strongly preferred).
  • Development Tools: Proficient in SQL Developer, TOAD, or equivalent database development suites.
  • System Integration: Practical experience integrating RESTful/SOAP web services with Oracle databases and APEX applications.
  • Performance Optimization: Demonstrated background in query optimization, execution plan analysis, and performance tuning.
  • Communication & Collaboration: Strong analytical, problem-solving, and verbal/written communication skills within Agile/Scrum environments.
  • Prior experience modernizing legacy Oracle Forms systems into Oracle APEX.
  • Exposure to XML, HTML, CSS, JavaScript, Java, and Service-Oriented Architecture (SOA).
  • Familiarity with public-sector, regulatory, or compliance-driven enterprise applications.

 

Work Arrangement:

  • Engagement Type: Contract
  • Work Schedule: 37.5 hours/week (Monday – Friday, 7.5 hours/day)
  • Location: Remote (Candidate must reside within a 2-hour driving radius of Harrisburg, PA)

 

Required / Desired Skills

  • Experience developing in Oracle PL/SQL, including Stored procedures, Functions, Packages, Advanced queries Required - 5 Years
  • Experience developing applications using Oracle APEX. Required - 5 Years
  • Strong knowledge of Oracle RDBMS (Oracle 19c preferred). Required - 3 Years
  • Strong experience using SQL Developer and/or TOAD. Required - 3 Years
  • Understanding of data modeling principles. Required - 3 Years
  • Experience integrating web services. Required - 3 Years
  • Experience with performance tuning, debugging, and testing SQL queries, views, and stored procedures in Oracle (and SQL Server). Required - 3 Years

  • Prior Commonwealth or Environmental systems experience Required - 1 Years
