We are seeking a Lead Web Application Portal Developer to drive the architecture, user interface design, full-stack programming, and quality assurance testing for the initial rollout of a major enterprise public-sector portal initiative.

In this role, you will take ownership of translating organizational specifications into modern, responsive, and robust web applications. You will serve as the primary hands-on technical lead—collaborating directly with cross-functional architecture, IT infrastructure, and project management teams to deliver scalable enterprise solutions.

Key Responsibilities

  • Technical Architecture & Data Modeling: Author comprehensive back-end technical documentation, including data dictionaries, Entity-Relationship Diagrams (ERDs), and system architecture schematics.
  • Full-Stack Development: Serve as the lead hands-on developer for the portal web application, writing clean, maintainable, and secure production code.
  • Infrastructure & Systems Alignment: Partner closely with enterprise IT teams to establish network, database, application hosting, and security specifications.
  • Testing & Quality Assurance: Lead application test planning, develop and execute comprehensive test cases, and drive bug triage and defect remediation.
  • Project Delivery & Risk Management: Work with project managers to report sprint progress, identify blockers, manage technical debt, and ensure milestone alignment across the development roadmap.

Experience & Qualifications

  • 5+ years of professional full-stack web application development experience building, deploying, and maintaining enterprise-grade web portals.
  • Proven track record leading the technical architecture and coding phases of multi-tier web projects.
  • Strong background in front-end wireframing, mockup design, and implementing structured design systems.
  • Demonstrated experience developing back-end architectural assets (ERDs, relational database models, data dictionaries).
  • Hands-on expertise with end-to-end testing, defect remediation, and web security best practices.
  • Excellent communication skills with the ability to coordinate across cross-functional engineering, infrastructure, and PM teams.
  • Location: Dauphin County, PA (Hybrid – Remote with Onsite availability as needed)
  • Engagement Type: Contract
  • Work Schedule: 40 hours/week (Monday – Friday, 8 hours/day)
