We are seeking an experienced Senior Business Systems Analyst (BSA) to drive enterprise-level IT and data systems analysis for large-scale digital transformation initiatives.

In this role, technical acumen must be matched with strong interpersonal leadership, relationship management, and consensus-building skills. You will operate as the bridge between functional business units, technical practitioners, and executive leadership, translating complex operational needs into clear, actionable requirements and user stories while guiding stakeholders through organizational change.

Key Responsibilities

• Stakeholder Alignment & Relationship Management: Build and maintain trust-based relationships across enterprise teams; serve as a business relationship liaison for specialized functional areas, leading strategic discussions and navigating complex conversations.
• Requirements Definition & User Stories: Lead discovery workshops and process analysis to break down ambiguity into detailed functional/technical requirements, user stories, and acceptance criteria.
• Cross-Functional Collaboration: Partner directly with IT Project Managers, Data Governance Managers, software engineers, and QA teams to ensure solutions are technically feasible, testable, and delivered efficiently.
• Process & Systems Optimization: Identify root causes of business challenges, resolve competing priorities across silos, and design integrated, consensus-driven system workflows.
• System Interoperability & Data Initiatives: Collaborate with technical architecture teams to advance data interoperability and governance adoption across enterprise platforms.
• Change Management & Strategic Adoption: Support digital transformation planning by articulating system impacts, workflow adjustments, and organizational change strategies to leadership and end users.

Candidate Qualifications

• Proven experience leading enterprise-level business and systems analysis initiatives across complex organizations.
• Strong background in requirements engineering, business process mapping (BPM), user story creation, and Agile/Scrum delivery.
• Demonstrated ability to facilitate discovery sessions, manage stakeholder expectations, and drive consensus among conflicting priorities.
• Familiarity with enterprise data systems, data governance standards, and system integration projects.
• Exceptional communication, negotiation, and executive presentation skills.
• Must be locally based in the Central Indiana area for on-site collaboration.

Required / Desired Skills

• Experience as a business analyst, consultant, or similar role in technology or government. Required - 5 Years
