Legislative Affairs and Policy Advisor

46 North is an Indiana government affairs and public policy firm based in Fishers. We help counties, cities and townships understand what's happening at the Statehouse, what it will cost them, and how to make their case to lawmakers. Our work covers legislative tracking and analysis, local government finance, and public employee health benefits.

46 North was founded by a former senior policy advisor to the Indiana State Senate with 14 years of experience at the Statehouse. We're a small, hands-on team, so interns work directly with the founder on real client work — bill summaries, research memos, a weekly session podcast and blog — not busywork.

We offer paid, part-time, remote-friendly internships during Indiana's legislative session, with optional days at the Statehouse for students who want a front-row seat.
 

Legislative & Policy Intern

You will track the 2027 session and turn legislation into analysis clients can act on — from home or the Statehouse.

  • Track assigned bills daily and update the client bill tracker
  • Watch House and Senate committee hearings (livestreamed) and write short summaries
  • Draft one-page bill summaries, talking points and testimony materials
  • Read fiscal notes and estimate impact on counties, cities and townships
  • Research local government finance — levies, budgets, health plan costs — and write sourced memos

Qualifications: junior, senior or graduate student; strong writing; Excel skills; careful with sources. Statehouse days are welcome but not required.

Podcast, Blog & Communications Intern

You will run 46 North's session podcast and blog and help explain what's happening at the Statehouse and why it matters.

  • Produce one podcast episode per week: book guests, prep questions, record (remote recording is fine), edit and publish
  • Write one or two blog posts per week on bills moving and what they mean for local government
  • Draft weekly client update emails and LinkedIn posts; cut short audio and video clips
  • Keep a content calendar tied to committee deadlines and floor votes
  • Track downloads, views and subscribers and report monthly

Qualifications: strong writer with a sharp headline sense; experience with audio or video editing (Audacity, Descript, Adobe or similar); a portfolio, student radio or campus media experience is a plus.

Eligibility

  • Enrolled undergraduate (junior or above) or graduate student, or graduated within the past 12 months
  • Authorized to work in the US; 18 or older
  • Available January 5 – April 30, 2027, for 15–20 hours a week

Schedule and work

  • Remote by default; in-person Statehouse days are optional and scheduled ahead
  • Weekly 30-minute video check-in with the principal, plus a shared bill tracker and chat channel
  • Set weekly hours (up to 20) with a few core overlap hours each weekday during session; hours logged weekly
  • Reliable internet and a quiet space for calls and recording required
  • Academic credit supported — we will sign school paperwork and evaluations

Conduct and confidentiality

  • Business professional dress at the Statehouse and on client video calls
  • Client names, strategy and memos are confidential; interns sign an NDA
  • Interns never speak for a client, contact legislators on a client's behalf, or post about client work without approval
  • Personal political activity stays personal and off firm time and accounts

Lobbying compliance

  • Interns do research and support work only. Any direct communication with legislators to influence legislation is done by the registered lobbyist.
  • Before marketing lobbying services, confirm 46 North's registration with the Indiana Lobby Registration Commission and any post-employment restrictions that apply to former legislative staff.
  • Log intern hours spent on client legislative work; these may count toward lobbying activity reports.

Evaluation

  • Mid-session check-in (early March) and a final review with a written reference for strong performers
