This position requires CA residency. After satisfying a training period, an Alternative Work/hybrid schedule will be offered.

Housing & Homelessness Services works to build a robust, integrated, and coordinated system for housing and homelessness services and acts as the County’s point of contact on homelessness strategic planning and program development. Formerly the Office of Homeless Care and Coordination (OHCC), Housing & Homelessness Services (H&H) works to improve health and housing outcomes among people experiencing homelessness.
H&H operates within Alameda County Health and alongside other County agencies and departments, as well as cities, community-based organizations, and other Continuum of Care partners. Housing & Homelessness Services oversees Coordinated Entry and System Access services, the Homeless Management Information System (HMIS), and works with 50+ providers across more than 145 contracts to provide comprehensive crisis response/diversion, interim, and permanent housing services throughout the County’s homelessness response system. Health Care for the Homeless (HCH), which also sits within Housing & Homelessness Services, is a federally designated health center program offering medical, mental health, dental, optometry, pharmacy, and case management services.

THE POSITION
Under direction, the Rapid Rehousing Program Manager provides leadership in developing, planning, organizing, and directing a team that oversees the County's inventory of rapid rehousing units for County residents experiencing homelessness. The Manager will supervise the use of funding from federal, state, and local sources to provide rapid rehousing opportunities to further the County's goal of reducing and ending homelessness.
Under direction, the Manager will plan, supervise, review, and evaluate the work of program staff; ensure compliance with federal, state, and local funding sources; and provide program planning and coordination.
Distinguishing Features:
This position is located within Alameda County Health Housing and Homeless Services (H&H) Office and reports to the Director of Permanent Housing, or designee. Incumbents in this class are responsible for managing H&H's existing portfolio of rapid rehousing programs as well as helping to develop the strategy to make more rapid rehousing opportunities available. The Manager collaborates with the full H&H team, along with the Public Health Department, Social Services Agency, the Probation Department, and other County agencies/departments; state and federal funding partners; the Continuum of Care; people currently or recently experiencing homelessness; and community organizations and nonprofits implementing H&H's programs. This position oversees the utilization of a variety of funding sources that provide rapid rehousing services and creates a program to monitor program outcomes. Successful performance of the work requires a high level of technical programmatic knowledge in addition to well-developed supervisory skills.
Ideal Candidate Statement:
The ideal candidate will have a strong background in developing and managing housing programs for people experiencing homelessness. They will also have significant experience supervising staff. Candidate will also have a deep expertise in federal, state, and local contracting. This role requires strong administrative and fiscal budgeting and reporting, analytical skills, excellent writing skills, and an ability to work independently as well as collaboratively. The ideal candidate is both organized and detail oriented, comfortable with public presentations and has sensitivity to working with people of different cultural backgrounds. The ideal candidate will stay current with best practices, a committed advocate of Housing First, and Harm Reduction principles and expertise in managing supportive services programs while centering equity and the voices of people with lived expertise. They will also enjoy working in a fast-paced, supportive environment where collegiality, professionalism, and teamwork are valued.
Major Tasks, Duties and Responsibilities:
NOTE: The following are the duties performed by the employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- Plans, directs, reviews, and evaluates the work of staff on the Rapid Rehousing Program Team, including training and professional development.
- Oversees programmatic and fiscal administration of all funding related to rapid rehousing for people experiencing homelessness to ensure maximum service provision and efficacy.
- Monitors program outcomes related to all rapid rehousing programs, which span multiple service providers and funding sources.
- Assists with implementation of other permanent housing interventions, such as Dedicated Affordable Housing, as resources become available.
- Standardizes rapid rehousing program goals, metrics, processes, and other elements, in partnership with other H&H housing and policy teams.
- Develops a system for monitoring funding utilization and compliance with a variety of federal, state, and local funding sources.
- Ensures coordination across H&H teams in order to connect participants with appropriate services and respond to participant needs as they arise.
- Monitors program outcomes using multiple databases and presents on program progress to supervisor, leadership, and other County staff. Provides data analysis and communication around program successes and challenges. Advises leadership on strategic implementation of future rapid rehousing opportunities.
- Develops and modifies techniques and formats to evaluate pilot or current program effectiveness to determine the need for program modifications and/or new program development.
- Supervises a team of staff, reviewing and evaluating their work and providing trainings as necessary.
- Collaborates closely with contracted service providers. Directs the negotiation of contracts, ensuring that contracts are renewed in a timely manner and monitoring contract compliance.
- Prepares a variety of correspondence, periodic and special reports, informational publications, program documentation, policies, procedures and other written materials.

MINIMUM QUALIFICATIONS
EDUCATION:
The equivalent to graduation from an accredited four-year college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, social science or a field related to the program area to which assigned.
(Additional experience in providing direct services to clients or in program planning and evaluation may be substituted for the education on a year-for-year basis.)
EXPERIENCE:
The equivalent to two years of full-time professional level work with independently planning and evaluating client service delivery programs at a level equivalent to or higher than Program Specialist or Program/Financial Specialist in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)
