Records and Information Management Specialist
Summary
This position is located in the Centers for Medicare & Medicaid Services, Office of Strategic Operations and Regulatory Affairs (OSORA), Issuances, Records and Information Systems Group (IRISG). As a Records and Information Management Specialist, GS-0308-9/11, you will service as a technical point-of-contact for records management issues to ensure Government accountability, protect the interests of the public, and mitigate records-related litigation risks.
Duties
Reviews all incoming guidance and monitors the records management program to include training, guidance, and program management to all levels of management and administrative personnel in setting up, maintaining, controlling and disposing of files.
Monitors, analyzes, and evaluates work relative to development and/or execution phases of the record management program.
Assists in the development of plans, policies, and procedures, for the local records management program.
Ensures that recordkeeping requirements are considered in all new, manual, or automated systems or requirement developed on the installation.
Serves as a member of inter and intra-agency workgroups to provide requirements for establishing data retention guidelines for new record series.

In order to qualify for the GS-09, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Reviewing and interpreting policies, regulations, and other requirements to determine appropriate methods for managing electronic information; AND 2) Evaluating policies and procedures to provide both general guidance and technical recommendations; AND 3) Building and maintaining relationships across all levels of an organization to address issues in the records management program. - OR - Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 level by possessing a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position being filled. - OR - Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at the grade GS-09. Therefore, only education in excess of one full year of graduate-level education may be used to combine education and experience. In order to qualify for the GS-11, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-09 grade level in the Federal government, obtained in either the private or public sector), to include: 1) Analyzing, interpreting, or applying existing policy, regulations or guidelines from regulatory agencies regarding a Records Management Program; AND 2) Implementing processes and procedures to ensure a record's lifecycle (e.g. creation, maintenance, and disposition) is based upon established guidelines; AND 3) Serving as a liaison with the Federal Records Centers and the National Archives and Records Administration authorities for the purpose of electronic records transfer and disposition. - OR - Substitution of Education for Experience: You may substitute education for specialized experience at the GS-11 level by possessing a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or equivalent doctoral degree or LL.M., if related to the position being filled. - OR - Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at the grade GS-11. Therefore, only education in excess of a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, may be used to combine education and experience.
