PROGRAM MONITOR 2

About Position: This vacancy is within the Tennessee Department of Human Services (TDHS), Division of The Office of Inspector General. The Program Monitor 2 is responsible for monitoring the CACFP and SFSP Programs. Monitoring activities of average difficulty; performs related work as required. This is the advanced working level class in the Program Monitor subseries. An employee in this class monitors the CACFP and SFSP programs and contract agencies receiving public funds from the State. The Program Monitor 2 differs from a Program Monitor 1 in that an incumbent of the latter performs basic monitoring tasks of smaller or less complex contract programs. The Program Monitor 2 differs from a Program Monitor 3 in that an incumbent of the latter supervises lower-level monitors.

Responsibilities:

  • Conducts unannounced on-site meal service observation at childcare centers, daycare homes, community centers, schools, or other meal service locations to ensure that contracted agencies are in compliance with the standards set by the U.S. Department of Agriculture (USDA). 
  • Reviews and analyzes applicable documentation while on-site to verify compliance with program standards. • Writes narrative and detailed observations, conclusions, findings, concerns, and recommendations relevant to the program to increase productivity and effectiveness. 
  • Compiles the results of the on-site meal service observation and detail monitoring of contracted agencies into the auditing software and ensure that supporting workpapers and documentation align with and substantiate the conclusions written. 
  • Collects and compiles pertinent data relating to service delivery prior to on-site visits to facilitate the review process. 
  • Conducts an administrative review of contracted agency services to ensure compliance with federal and state policies and procedures. 
  • Determines the extent to which the contracted agencies have achieved stated results and outcomes included in the contract, and if the contracted agencies has achieved compliance with established standards. 
  • Provides technical assistance as needed regarding policies, procedures, and any noted errors to contracted agencies and their staff. 
  • Writes formal reports with detailed findings, justification for findings, and recommendations to provide a formal record for the department and to communicate findings with all involved parties. 
  • Summarizes reports and displays data timely and accurately to contribute to management decision-making. 
  • Compares reports against existing records and documents to identify omissions and discrepancies in program operations. 
  • Identifies areas that need to be monitored based on contract requirements, complaints received, previous compliance findings, and other pertinent information to ensure compliance with departmental policies and state and federal laws. 
  • Organizes, plans, and prioritizes work in a timely manner to meet objectives set by executive staff to ensure compliance with federal requirements and departmental goals. 
  • Remains up to date on new policies and procedures as they are implemented in order to ensure accurate program delivery. Discusses implications of employing new or modified policies and procedures with internal management to implement best procedures and practices. 
  • Plans for monitoring reviews by reviewing and gaining an understanding of contractual agreements and other pertinent documents, prior monitoring reports, corrective action plans, consultation regarding complaints, referrals, or other specific concerns or serious deficiencies. 

Qualifications: 

  • Graduation from an accredited college or university with a bachelor's degree and one year of full-time professional experience monitoring, developing, or implementing accounting systems or programs with services or related outcomes covered by organizational rules, regulations, or related standards. 
  • Substitution of Education for Experience: Additional graduate coursework from an accredited college or university may substitute for the required experience on a year for year basis to a maximum of one year. 

 

Target Range: 

The target range for the Program Monitor 2 position is $43,572 - $54,396. The directly related experience, knowledge, skills and abilities of the selected candidate will determine the actual salary offer.
