The Craddock Group’s capabilities include the following:

Members of our team have led the development and implementation of strategic capital planning and public-private real estate solutions for multiple federal agencies and other public sector clients, including the U.S. Departments of Veterans Affairs, Defense, Energy and Transportation, General Services Administration, and Washington Metropolitan Area Transit Authority (Metro), among others. Team members have supported transaction execution and portfolio and asset management efforts, in addition to performing real estate project due diligence, site analyses, market surveys and demographic studies to evaluate development opportunities nationwide. 

We are currently seeking an experienced Senior Capital Budget Advisor to join our team located in the Washington, DC metro area (Clarendon, Virginia office). This position will work in a hybrid environment that will require onsite support for our Metro consulting team at a minimum three days per week and a day in the Clarendon office every week or two. 

Since 2018, our team has helped define, develop, and deliver Metro’s Capital Program, increasing program efficiency, transparency and accountability, assessing project scope, cost and schedule, ensuring fiscal responsibility, and aligning investments to strategic goals and objectives. 

Responsibilities 

The successful candidate will serve in a management consulting capacity working closely with senior client managers to use analytical processes and data gathering techniques to develop various capital budget scenarios for the Washington Metropolitan Area Transit Authority (Metro) in support of modernizing transit infrastructure. They will join a team that assists with a wide range of Metro’s capital programming efforts, with a specific focus on developing defensible capital program alternatives and long-range plan models, as well as conducting in-depth analyses to support capital programming decisions. 

Current engagements include analytical reviews of capital investments, financial management, program/project management, strategy and operations reviews, data management and analysis, and multi-year capital planning and portfolio development to optimize multi-year capital programs.  These engagements serve to align funding for key projects and drive strategic investments to enhance regional mobility.

Typical responsibilities include:

  • Understanding, researching and organizing disparate, and sometimes conflicting, types of data (procurement schedules, capital investment scopes of work and financial plans, cash flows, capital project budgets, etc.)  to perform analyses and documenting findings
  • Gathering and analyzing complex data sets and internal capital investment records to develop capital program assumptions to inform long-range capital budget and programming models
  • Advising clients on best practices and crafting compelling, executive-ready materials that communicate insights and recommendations clearly
  • Framing complex and often ambiguous problems, detailing assumptions, methodologies and information sources and translating data into actionable insights
  • Researching and preparing written reports, detailed financial analyses of investments, executive presentations and other client deliverables with strong attention to detail and clear communications
  • Leverage approved AI tools to enhance productivity, support research and analysis, and accelerate execution, while maintaining accuracy, confidentiality, incorporating professional judgment, and appropriate human oversight 
  • Serving as primary point of contact for clients coordinating timelines, tracking milestones, and ensuring cross-functional teams meet deliverable expectations 
  • Building long-range capital budget and programming models to support capital investment decision-making, and synthesizing recommendations into accurate budget scenarios, reports, and using data to build compelling, actionable findings in presentations for leadership decision‑making

Qualifications 

  • Minimum bachelor’s degree with relevant background in an analytical field (e.g., economics, consulting, political science, mathematics, statistics, etc.) AND 7 - 10 years of relevant budget development work experience (federal, consulting or transit-related field preferred but not required)  
  • Demonstrated experience at an enterprise, corporate, or department level doing capital planning, programming, and budgeting
  • Demonstrated ability to document, analyze and solve complex problems with innovative solutions
  • Energy and passion for serving clients and continued learning 
  • Ability to work independently, managing multiple assignments, with minimal supervision and as part of a collaborative team environment 
  • Ability to manage projects/tasks and meet deadlines
  • Outstanding work ethic with acute attention to detail
  • Strong organizational skills
  • Excellent verbal, written, business and interpersonal communication skills, and publicly presenting complex materials for review by senior management, regulatory bodies and internal implementation teams.
  • Ability to communicate clearly, concisely and professionally
  • Exceptional skills with Microsoft Excel, Word, PowerPoint and Copilot

We offer a competitive salary and benefits package that is commensurate with qualifications.  The minimum and maximum annualized salary for this role is $135,000 - $175,000.  The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs.  This role is also eligible to earn discretionary performance-based incentive compensation, which may include cash bonus(es).
