Contract Specialist

The F-35 Lightning II Program, also known as the Joint Strike Fighter (JSF) Program, is the Department of Defense's focal point for defining affordable next generation strike aircraft weapon systems for the Navy, Air Force, Marines, and our allies. The F-35 program is the largest acquisition program in Department of Defense history and will bring cutting-edge technologies to the battlespace of the future.

Job Description 

This position supports cradle to grave contracting requirements for the F-35 program. This includes the design, development, procurement, operation, and maintenance of F-35 aircraft, propulsion systems, and offboard systems to support the U.S. Air Force, U.S. Navy, U.S. Marine Corps, international partner nations, and multiple Foreign Military Sales customers. It may also include acquisition of knowledge-based services, information technology supplies and services, consulting support, and other requirements related to program office operations.


DUTIES:
Contract Specialists for the F-35 program are responsible for pre-award and post-award functions involving highly complex and specialized procurements of significant importance to U.S. and international customers. Specific duties may include:
•  Formulating acquisition strategies, analyzing cost and pricing data, leading negotiations with contractors, drafting contract documentation, and performing contract administration.
•  Serving as a business advisor providing advice and guidance, ensuring all business aspects of the acquisition are considered, including risk and incentivization. 
•  Reviewing requisition packages for adequacy and compliance with administrative, regulatory and procedural requirements and consistency with current market practices and conditions.
•  Determining appropriate recommendations for unresolved or questionable problems and performing follow-up. 
•  Conducting training to improve acquisition practices, implementing new regulatory requirements, explaining policy changes, promulgating lessons learned and clarifying procedures.

MINIMUM REQUIREMENTS:
U.S. citizenship required and the ability to obtain and maintain a security clearance are required. The minimum educational requirement is a baccalaureate degree and an overall GPA of 2.95 or higher. Priority consideration may be given to those candidates with a cumulative GPA of a 3.45 or higher on all undergraduate work.
