Training Project Manager, Digital Learning

Position Summary

The Training Project Manager will serve as IAFC's day-to-day lead for the development of a one-hour, scenario-based web course focused on fire service recruitment and retention. The position will manage the work from kickoff through final acceptance, keeping the contractor, IAFC subject matter experts, internal reviewers, and LMS contacts aligned. This role is responsible for schedule, communication, review cycles, decisions, testing coordination, documentation, and grant-deadline readiness. The contractor, LEAD Training, remains responsible for instructional design, Storyline development, audio, accessibility compliance, quality assurance, and delivery of the final SCORM package and source files.

Reports to: Senior Program Manager, IAFC Training and Education

Schedule: Temporary position until December 13, 2026 based on grant funding.

Primary Responsibilities

· Develop and maintain the project schedule, milestone tracker, decision log, risk log, and approval record from kickoff through closeout.

· Serve as the primary day-to-day contact between IAFC and LEAD Training and keep communication moving across both teams.

· Coordinate kickoff, design reviews, storyboard reviews, alpha and beta reviews, final sign-off, and project closeout meetings.

· Identify and schedule the appropriate fire service subject matter experts and internal reviewers for each milestone.

· Collect, reconcile, and consolidate IAFC feedback into one written response for the contractor within each 7-10 business-day review window.

· Track requested changes and confirm that approved revisions are reflected in later versions without expanding the scope unnecessarily.

· Escalate schedule risks, unresolved content decisions, accessibility concerns, technical issues, or potential change-order requests promptly.

· Coordinate delivery of IAFC branding assets, existing course materials, LMS specifications, and other required inputs.

· Support functional review of scenario pathways, learner instructions, feedback, audio, and on-screen content from the client perspective.

· Coordinate SCORM testing with the IAFC LMS team and document launch-readiness issues through resolution.

· Confirm receipt of the final SCORM package, Section 508 compliance documentation, source files, supporting assets, and closeout materials.

· Maintain organized project records suitable for grant monitoring, invoice review, and audit support.

· Provide concise weekly status updates covering completed work, upcoming milestones, decisions needed, risks, and budget or scope concerns.

Key Deliverables Managed

· Approved design document with learning objectives, scenario structure, content outline, branching logic, and visual direction.

· Approved storyboard with full script, screen-by-screen layout, branching map, and audio direction.

· Reviewed alpha prototype and one consolidated IAFC feedback package.

· Reviewed beta build and documented final acceptance decision.

· Tested, launch-ready SCORM package and complete source-file handoff.

· Complete project file containing schedules, meeting notes, approvals, feedback, testing records, risks, and final deliverables.

Required Qualifications

· Bachelor's degree in project management, education, instructional design, business, communications, or a related field, or equivalent relevant experience.

· At least three years of experience managing training, e-learning, association, nonprofit, government, or grant-funded projects.

· Demonstrated experience managing outside vendors, cross-functional reviewers, deadlines, and formal approval cycles.

· Strong written communication skills and the ability to turn comments from several reviewers into clear, consolidated direction.

· Experience maintaining project schedules, action logs, decision records, and status reports.

· Ability to work independently, organize competing priorities, and raise risks early in a deadline-driven environment.

· Working knowledge of Microsoft 365, including Teams, Word, Excel, PowerPoint, and SharePoint.

Preferred Qualifications

· Experience with web-based training development and common review stages such as design document, storyboard, alpha, beta, and final release.

· Familiarity with Articulate Storyline 360, SCORM 1.2 or SCORM 2004, learning management systems, and Section 508 accessibility requirements.

· Experience supporting FEMA or other federally funded projects and maintaining documentation for grant compliance.

· PMP, CAPM, Certified ScrumMaster, or a comparable project management credential.

· Experience working with fire and emergency services organizations, professional associations, or adult workforce training.

Measures of Success

· Milestone reviews and consolidated feedback are completed within the required 7-10 business-day windows.

· IAFC decisions, approvals, risks, and requested changes are documented and easy to trace.

· The project remains within the approved scope and avoidable change orders are prevented.

· The final course passes IAFC review and LMS testing and is accepted by the grant deadline.

· All final packages, source files, and project records are received and organized before closeout.
