Field Construction Technician 2

The Utility Operations & Services department is seeking a Field Construction Technician 2. This position constructs, repairs, and maintains sanitary and storm sewer conveyance infrastructure and associated system components, including pipelines, manholes, catch basins, outfalls, culverts, and water-quality facilities.

The Field Construction Technician position will be filled at a level 1 or 2. To be considered for both levels, you must submit a separate application for each. 

Essential Functions:

1. Constructs, repairs, and rehabilitates sanitary and storm sewer pipelines, manholes, and catch basins, using traditional and trenchless construction techniques; reads and works from maps and construction plans; performs pipe laying and repairs involving excavations. 
2. Digs trenches and ditches to lay pipelines, ensuring proper depth and alignment according to specifications. Cleans and prepares job sites for construction activities.
3. Aligns and positions pipes for welding or sealing, ensuring secure connections. Applies protective coatings to pipelines to prevent corrosion.
4. Performs maintenance and repair work on existing pipelines, including replacing sections of pipe and sealing leaks. Conducts pressure testing to ensure the integrity of the pipeline system.
5. Operates a wide range of heavy equipment and machinery, including large and small excavators, rubber-tire backhoes, skid steers (standard and ride-on), compact track loaders, trenchers, telehandlers, articulated wheel loaders, horizontal directional drills, pipe-bursting machines, track trucks, rollers (large and small), and agricultural tractors of various sizes.
6. Follows safety guidelines and participates in safety training to maintain a safe working environment. Installs pipeline markers and warning signs to ensure public safety.
7. Responds to utility emergencies while on-duty and during off-duty hours, including participation in the after-hours emergency response rotation.
8. Reads and interprets maps, diagrams and plans.
9. Completes work orders to locate and mark underground utilities, connect and disconnect services, inspect leaks, and make repairs.
10. As assigned, may assist with training, planning, or leading work and making assignments to be performed by the work team; may review team members' work to ensure CWS and departmental safety policies and procedures are followed
11. As assigned, coordinates or performs installation, servicing, and repairs of mechanical equipment and maintains related records.
12. May maintain safety files, MSDS sheets, and related records and document daily work.
13. May confer with property owners and the public regarding work in progress and address concerns.   
14. Drives a CWS or personal vehicle for work-related purposes. 

Qualifications:

KNOWLEDGE OF: 

• Principles, materials, methods and equipment used in storm/sanitary conveyance and collection system layout, construction, maintenance and repair, and techniques 
• Hazardous material handling practices and procedures 
• SSO-Sanitary Sewer Overflow and IDDE-Illicit Discharge Detection Elimination response and documentation 
• Safety program, procedures, and practices 
• Record keeping principles and practices
• Basic civil engineering principles, practices, and standards
• GIS and mapping
• Basic land surveying techniques
• Traffic control and flagging
• Municipal maintenance and construction practices
• Creek restoration and bank stabilization principles and methods 
• Uplands and wetlands maintenance principles and practices 
• Repair, maintenance, and operation of mechanical equipment
• Electronics and electricity-driven equipment

SKILL IN:

• Operating a variety of heavy mobile equipment including excavation equipment, front end loaders, sleeving equipment, and/or sealants 
• Constructing and repairing pipelines, manholes, vaults, and culverts using standard construction equipment
• Conducting air testing to verify pipeline condition 
• Asphalt repair
• Concrete pouring and finishing
• Use of computers and computer software for word processing, recording data, and office applications
• Keeping accurate reports and records
• Reading and interpreting topographic, location, and property record maps 
• Reading and interpreting utility layouts, design and construction drawings, illustrations, graphics, and other materials drawn from field investigations, notes and office research
• Manual and computerized mapping

ABILITY TO: 

• Safely operate maintenance and construction equipment, including large and small excavators, rubber-tire backhoes, skid steers, compact track loaders, trenchers, telehandlers, articulated wheel loaders, horizontal directional drills, pipe-bursting machines, track trucks, rollers, and agricultural tractors
• Understand and follow safety practices, policies, and procedures

EDUCATION, EXPERIENCE, CERTIFICATIONS AND/OR LICENSES
The following are the minimum qualifications for this position. 

2 years of experience in public works, utilities, construction, wastewater or a related field, 

1 year of which must be CWS Field Operations experience;

Coursework or training in construction, maintenance, safety, or a related field;
 
Or

3 years of experience in public works, utilities, construction, wastewater or a related field;  

Coursework or training in construction, maintenance, safety, or a related field; 

All candidates must possess a high school diploma or equivalent.

All candidates must possess and maintain a valid state-issued Class A Commercial Driver’s License with a tanker endorsement.  

All candidates must possess and maintain traffic control and flagging certification.

DEQ Wastewater Collection Systems Operator certification (level I-IV) preferred.
