Labor Compliance Specialist
The Labor Compliance Specialist supports CMHA's contractor and labor compliance activities for construction, maintenance, and other contracted work performed throughout the Authority's properties.
This is a hands-on position that combines field compliance monitoring, contractor payroll reconciliation, and purchase order/contract administration. The Specialist regularly visits CMHA properties and project sites to follow up on contracted work, review contractor compliance with applicable requirements, and ensure required documentation is complete and accurate.
The position also reviews and reconciles contractor payroll and supporting documentation, monitors prevailing wage and certified payroll requirements when applicable, processes and tracks purchase orders, and reviews contracts, invoices, and related records for accuracy and compliance.
The ideal candidate is highly organized, comfortable working both in an office environment and at CMHA properties, and able to work directly with contractors, vendors, project staff, and internal departments to identify and resolve compliance or documentation issues.
Key Responsibilities
- Conduct regular visits to CMHA properties and project sites to monitor contractor compliance and follow up on contracted work.
- Communicate directly with contractors, vendors, property staff, and project teams regarding compliance requirements, missing documentation, and corrective actions.
- Review and reconcile contractor payroll records and supporting documentation for accuracy and compliance.
- Review certified payroll and monitor prevailing wage requirements for applicable projects.
- Identify payroll discrepancies and work with contractors to obtain corrections or additional documentation.
- Process, track, and maintain purchase orders and supporting documentation.
- Review contracts, purchase orders, invoices, payroll documentation, and related records to ensure information is complete, accurate, and consistent.
- Maintain contractor and labor compliance records in applicable tracking systems.
- Assist with monitoring contractor performance and compliance with contractual, federal, state, local, and CMHA requirements.
- Document findings from site visits and compliance reviews and follow up on outstanding issues.
- Assist the Director of Compliance with audits, investigations, regulatory reviews, and other compliance activities.
- Prepare reports, correspondence, analyses, and compliance documentation.
- Provide guidance and technical assistance to contractors, vendors, and CMHA staff regarding compliance processes and documentation requirements.
- Perform other related duties as assigned.
