Hybrid- 3-4 days in office at OKC Central office (123 Robert S. Kerr Ave, OKC, OK 73102.

Experience

The position requires a strong combination of business process analysis, Lean Six Sigma/quality improvement, process mapping, SOP development, performance measurement, stakeholder facilitation, and change management. The selected candidate will also develop high-quality reports, executive summaries, recommendations, and other documentation supporting OSDH's broader transformation and operational-improvement priorities.

 

Key Responsibilities:

  • Conduct comprehensive business process analysis through stakeholder interviews, workflow reviews, data analysis, and other assessment techniques.
  • Analyze existing processes to identify gaps, bottlenecks, redundancies, root causes, inefficiencies, and improvement opportunities.
  • Develop and maintain detailed current-state and future-state process maps, workflows, and supporting documentation.
  • Apply Lean Six Sigma and quality improvement methodologies to evaluate and improve agency processes.
  • Develop practical, data-informed recommendations that improve efficiency, effectiveness, standardization, quality, and sustainability.
  • Develop and revise Standard Operating Procedures (SOPs), business requirements, process documentation, analysis reports, executive summaries, and implementation documentation.
  • Facilitate or support process-improvement workshops and working sessions with program staff, SMEs, management, and other stakeholders.
  • Develop process measures, KPIs, and performance indicators to evaluate whether implemented improvements are achieving intended outcomes.
  • Support implementation, organizational change management, and sustainment activities associated with approved process improvements.
  • Track and communicate project progress, deliverables, risks, issues, recommendations, and dependencies.
  • Incorporate OSDH stakeholder feedback and complete assigned deliverables within established timelines.
  • Support additional TMO transformation and process-improvement activities as assigned.

 

Required / Preferred Skills & Qualifications:

  • 3-5 years of Business Analyst experience.
  • Professional experience in business analysis, business process improvement, project management, performance management, quality improvement, or a related discipline.
  • Strong experience conducting stakeholder interviews, process assessments, workflow analysis, and requirements gathering.
  • Demonstrated ability to develop current-state/future-state process maps, workflows, SOPs, reports, executive summaries, and other business documentation.
  • Experience identifying process inefficiencies, bottlenecks, redundancies, root causes, and improvement opportunities.
  • Ability to translate analysis into practical and data-informed process improvement recommendations.
  • Experience developing process measures, performance indicators, dashboards, or KPIs is highly desirable.
  • Experience supporting strategic initiatives, organizational transformation, or enterprise-level improvement efforts.
  • Strong stakeholder communication, facilitation, analytical, documentation, and problem-solving capabilities.
  • Experience working in State Government, public health, healthcare, finance, regulatory, or another regulated/service-oriented environment is preferred.
  • Lean Six Sigma, Project Management, Change Management, Business Analysis, or related professional training/certification is preferred.
  • Master's degree, particularly an MBA or MHA, is preferred.

Candidate Profile to Prioritize:

Please prioritize candidates with 3-5+ years of directly relevant Business Analyst/Business Process Analyst experience and demonstrated hands-on experience in business process analysis, process improvement, Lean Six Sigma/quality improvement, current-state and future-state process mapping, SOP development, stakeholder facilitation, and performance measurement.

 

Strong preference should be given to candidates who have worked on State Government, public health, healthcare, finance, regulatory, or enterprise transformation initiatives. Candidates who have supported a Transformation Management Office (TMO), PMO, organizational transformation program, operational excellence initiative, or enterprise-wide process improvement program would be particularly valuable.

Candidates with experience producing executive-level reports, dashboards/KPIs, process maps, SOPs, implementation documentation, and data-driven improvement recommendations should receive additional consideration. Lean Six Sigma certification/training is a significant advantage, along with PMP, CBAP/CCBA, change management, or similar credentials. An MBA or MHA would further strengthen the candidate's profile.
