The New York City Department of Health and Mental Hygiene (DOHMH) is one of the oldest and largest public health agencies in the world, dedicated to protecting and promoting the health of all New Yorkers. The Division of Information Technology (DIT) aims to align technology solutions with the DOHMH’s mission by prioritizing resource use and deploying innovations that facilitate the agency’s day-to-day activities, while enhancing staff productivity and efficiency. Our goal is to provide users with a reliable, stable, and safe computing environment. (DIT) provides the technological infrastructure, systems, and digital solutions necessary to support the agency’s critical public health missions, data operations, and administrative functions. DOHMH’s IT research work combines public health science with advanced information technology to improve disease prevention, surveillance, health policy, and business systems.
DOHMH’s IT Research prioritizes the following goals:
- Timely Public Health Data and Information using IT to enhance disease detection, prevention, and control for the protection of all New Yorkers.
- Utilization of IT Tools to optimize business services and systems to improve operational efficiency.
- Robust IT Infrastructure and the integration of new technologies to support public health science and practice.
- Employing secure and innovative information systems to advance public health science, improve data access, and support evidence‑based decision‑making.
- Application of healthcare data analytics to transform health information into actionable insights for better healthcare service delivery, operational efficiency, and policy decisions.
Currently we are recruiting for the following high-priority IT Research Titles: Public Health IT Economist Analyst; Public Health GIS & Data Analytics Specialist; Public Health Service Management Specialist; Health Information Technology Manager; Public Health IT Application Specialist; Public Health Data Systems Developer.

- Health Information Technology Manager: The Division of Information Technology is seeking an analytical and visionary Health Information Technology Manager. Under general direction, with latitude for the exercise of independent judgment and initiative, you will lead complex, high-impact technology initiatives, enterprise system implementations, and data-driven IT solutions. In this role, you will oversee independent technical investigations, evaluate advanced methodologies, and align technology solutions with the agency's overarching public health and operational goals.
- Public Health Data Systems Developer- The DOHMH IT Division is seeking an analytical and technically skilled Lead Developer. This role involves more than standard software development; the incumbent will conduct intensive research into system architecture, design complex data models, and perform rigorous performance evaluations on applications that support critical public health initiatives. You will apply scientific rigor to the software development lifecycle, ensuring that our digital tools are robust, secure, and data-efficient.
- Public Health GIS & Data Analytics Specialist- We are seeking a dedicated full-time professional with a strong background in GIS, data science, and public health informatics to join our team. In this role, you will bridge spatial analysis and data management, collaborating closely with the Bureau of Epidemiological Services, the Division of Disease Control, and the Bureau of Communicable Disease to support critical data cataloging, GIS mapping, and research initiatives that safeguard public health across New York City.

Public Health IT Application Specialist- The Bureau of Enterprise Technology Business Solutions provides project management, business analysis, vendor management and product support services to define and deliver IT solutions that meet the business needs of our partners throughout the agency. Bureau staff collaborate across the agency to conduct core business analyses of operations and recommend the most appropriate IT solutions; lead the IT governance process from project intake through the entire software development lifecycle; lead efforts in technology contracting and procurement processes; implement products in secure, flexible and scalable infrastructure; and provide Level 2 product support for all IT systems. The Application Support & Systems Analyst will apply rigorous investigative and analytical techniques to define, prioritize, and drive the development of IT products that directly enable and enhance core program duties. This role is focused on maximizing long-term user value and measurable program impact.
In addition, the specialist will execute comprehensive quality assurance testing protocols to validate system functionality, ensure adherence to technical requirements, and mitigate potential defects prior to deployment. By partnering closely with cross-functional teams and stakeholders, the Analyst will continuously evaluate system performance and user feedback to maintain high software reliability and operational excellence. - Public Health IT Economist Analyst- The Division of Information Technology (DIT) is seeking a dynamic public health professional to serve as a Public Health IT Economist Analyst. In an era where digital health infrastructure dictates public health outcomes, this role bridges data-driven research and municipal acquisition. The incumbent will design and conduct market research, perform cost-benefit and equity analyses, and apply evidence-based methodologies to evaluate large-scale IT and public health informatics procurements. This position operates with a high degree of independence, ensuring that technology investments strategically align with public health goals, regulatory compliances, and citywide equity mandates.
- Public Health Service Management Analyst- We are seeking a dedicated and analytical Public Health Service Management Analyst to join our team. This role is responsible for transforming IT service management and public health informatics data into meaningful insights that support operational decision-making, emergency preparedness, and continuous service improvement across agency health programs. The analyst will collect, analyze, and interpret data from multiple sources to measure service performance, identify operational trends, develop executive dashboards, and provide actionable recommendations to enhance service delivery for the communities we serve.

MINIMUM QUALIFICATION REQUIREMENTS
City Research Scientist I
To be appointed to Assignment Level I, candidates must have officially graduated from an accredited IT program and be in possession of a Master’s degree in Computer Science, Information Science, Health Information Technology, Medical Informatics, Cybersecurity, Data Science, Networking & Telecommunications, Software Engineering, Statistics, Mathematics, or a related field.
City Research Scientist II and above
To be appointed to Assignment Level II and higher, in addition to meeting the academic requirements referenced above, candidates must be in possession of at least 3 years or more of applicable scientific research in an appropriate field of Computer Science, Information Science, Health Information Technology, Medical Informatics, Cybersecurity, Data Science, Networking & Telecommunications, Software Engineering, Statistics, Mathematics or a related field.
