We are seeking an experienced Delivery & Validation Business Analyst to join a Project Management Office (PMO) supporting enterprise application modernizations, technology upgrades, infrastructure initiatives, and system migrations. This role focuses on core business analysis with a strong specialization in requirements traceability, solution validation, User Acceptance Testing (UAT), and operational readiness.

Key Responsibilities

• Requirements Elicitation & Analysis: Facilitate sessions with business stakeholders, project managers, technical architects, and developers to gather, analyze, and document clear business and functional requirements, user stories, business rules, and acceptance criteria.
• Process & Gap Analysis: Develop current-state and future-state process workflows, perform gap and impact analyses, and map dependencies across complex systems.
• Solution Validation & Evaluation: Evaluate proposed technical solutions against documented business requirements, operational constraints, and intended outcomes to identify risks and scope gaps.
• Requirements Traceability: Establish and maintain end-to-end traceability linking business requirements, design decisions, test scenarios, defects, and final stakeholder acceptance.
• UAT & Validation Coordination: Design structured UAT scenarios and test cases; coordinate business testers, schedules, execution cycles, defect tracking, and stakeholder sign-off.
• Release & Operational Readiness: Support cutover planning, application readiness, post-implementation validation, and operational transition activities to ensure smooth go-lives.
• User Adoption & Documentation: Author clear user documentation, job aids, training guides, and release communications to support change management.

Required Qualifications & Experience

• Proven experience as a Business Analyst supporting large-scale application modernization, system migrations, or complex technology implementations.
• Demonstrated expertise leading end-to-end UAT cycles, designing test scenarios, managing defects, and securing business acceptance.
• Hands-on proficiency with Azure DevOps or comparable project and test management platforms for requirements and defect tracking.
• Strong background in process modeling, gap analysis, and requirements traceability matrices (RTM).
• Experience working within public-sector, regulatory, or compliance-driven environments is strongly preferred.
• Exceptional written and verbal communication skills, with proven ability to bridge technical and non-technical stakeholder groups.
• Strong self-direction, organizational skills, and the ability to independently navigate ambiguity and prioritize deliverables.
