About this Role

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by supporting the Center for Laboratory Sciences (CLS), by performing core administrative and financial tasks to ensure the Center maintains operational stability, strict compliance and mission alignment.

The Supervisor I, acting as the Fiscal Unit Supervisor, will oversee fiscal, budgets, and expenditure activities; assisting in planning and coordination of Center drills and assignments; overseeing the development of contracts; project tracking; providing technical assistance and training as

necessary to staff; and leadership to ensure Branch/ Program efficiencies. Provides expert advice and consultation to CLS management regarding its overall operations. Manages and evaluates the overall budget and receives funding from various funds (General, Federal and Special) in millions annually for clinical laboratory services and testing services under multiple programs within the California Department of Public Health (CDPH). Responds to and completes budget and fiscal reports and drills as necessary.

The incumbent works under the general direction of the Supervisor II, Section Chief of the Fiscal & Grants Management Section, in the Business Operations Branch.
 

This is a 12 month Limited-Term Full-Time position that may be extended or become Permanent.

The Center for Laboratory Sciences (CLS) is based on the Richmond Campus which employs more than 1,200 people. The Richmond Campus is a flat, 29-acre property located in Richmond's Marina Bay. The CLS serves to protect and promote the health of all Californians through innovative and collaborative infectious disease and environmental testing, including provision of investigation and surveillance activities which form the basis of disease response and prevention. The CLS works to bring together emerging scientific capabilities in testing, analytics, and communications reflecting a new level of coordination, support, and leadership for the public health laboratory system at the state, local and national level. In addition, the Center relies on a continuous improvement infrastructure as a core value in developing solutions that emphasize a culture of quality and performance through performance management success.

Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

 

Demonstrated success in supervising multidisciplinary teams or managing large-scale programs, including performance evaluation and staff development.

Strong background in writing and presenting reports to executive leadership.

Experience collaborating with internal and external stakeholders, including control agencies, program partners, and executive leadership.

Ability to lead and manage complex technical or administrative projects with competing priorities and tight deadlines.

Strong analytical skills, with the ability to reason logically and creatively to resolve operational challenges.

Excellent verbal and written communication skills, including the ability to convey complex information clearly and concisely.

Skilled in developing and delivering presentations, briefing materials, and reports for executive-level decision-making.

Experience facilitating leadership briefings using accurate, actionable data to support informed decision-making.

Familiarity with lean process improvement and effective change management strategies.

Ability to evaluate alternatives, analyze data, and present findings effectively both orally and in writing.

High emotional intelligence and the ability to foster a collaborative and productive team environment.
