Air Pollution Specialist

This position can be located in Sacramento or Riverside County. 
 

The In-Use Control Measures (IUCM) Section in the Transportation and Clean Technology Branch within the Mobile Source Control Division is looking for a dynamic individual with a strong work ethic, ability to analyze scientific data, and collaborative skills necessary to navigate complex rulemakings. The successful candidate will join a dynamic team responsible for developing and implementing regulatory strategies and emission control measures to support the reduction of harmful criteria and greenhouse gas emissions from medium- and heavy-duty trucks and buses. This section, comprised of Air Resources Engineers, Air Pollution Specialists, and Air Resources Technicians, is also responsible for supporting implementation and outreach of CARB's regulations affecting trucks and buses. As part of these efforts, the section works with internal CARB partners, federal, state, local agencies, engine manufacturers, vehicle operators, industry and environmental groups, state legislature, and other stakeholders.

This Air Pollution Specialist position requires an understanding of California's regulatory process, well-developed technical writing skills, and the ability to analyze large data set skills along with the ability to communicate those results and findings effectively. The incumbent will develop a variety of reports, briefing papers, speeches and presentations, and will work with management to research and recommend creative solutions to reduce the impacts of air pollution and climate change for the public and communities in California. The Air Pollution Specialist may also assist with researching information and preparing documents in support Division and Branch priorities for budgets, contracts, and other projects.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement. 

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement does not reflect the 3 percent reduction in pay.
