Small Business Analyst

As a Small Business Analyst, you will:
- Conduct review of the Department's complex acquisition strategies to ensure compliance and maximize small business participation. Provides expert analysis and binding recommendations on the adequacy of market research, justifications for non-small business awards, and the feasibility of proposed small business set-asides. Reviews HHS Form 653 packages and supporting documentation to assess compliance with FAR Part 19 and HHSAR requirements.
- Provide definitive technical and policy guidance to senior contracting officials, program executives, and legal counsel on the interpretation and application of complex or conflicting small business laws, regulations, and policies. Coordinates with OA and contracting offices to track and resolve complex and novel small business coordination issues and develops and recommends solutions.
- Conduct comprehensive analyses of complex procurement data... Designs, develops, and manages advanced analytical tools and executive-level dashboards to monitor program effectiveness and drive strategic decisions. Identifies and interprets trends, systemic issues, and challenges, and presents data-driven recommendations to senior departmental leadership to shape program direction, acquisition strategy, and policy development.
- Develop training materials, job aids, and guidance for acquisition professionals and program staff. Delivers or supports training sessions and briefings on small business policy... Prepares reports, data summaries, and dashboards to support tracking of small business utilization and goal performance.
