DATCP currently has an opening for a Weights & Measures Petroleum System Supervisor position within the Division of Trade and Consumer Protection, Bureau of Weights and Measures. 

This is a field-based position and will be assigned a fleet vehicle for work-related travel. The selected applicant can select a headquarter in one of the following counties: 

Brown, Door, Florence, Forest, Kewaunee, Langlade, Lincoln, Marathon, Marinette, Menominee, Oconto, Oneida, Outagamie, Vilas, and Winnebago

Qualifying candidates are not required to live in a county headquarter location. However, reimbursement for commuting to or from the employee’s assigned headquarters is not provided (e.g., mileage, meals, parking, lodging, etc.). Routine travel within an assigned territory and throughout the state for assigned work and emergency response is required.

POSITION SUMMARY: 

The Weights & Measures Petroleum System Supervisor position is responsible for planning and directing the field portion of the statewide weights and measures program, including supervising the activities and caseload of weights and measures and petroleum field inspectors; the position will be responsible for evaluating staff in the field as well as conducting field training activities. 

This position will coordinate with the department training staff for training needs regarding hazardous material storage tanks for department inspection staff. 

The position is also responsible for maintaining the policies and procedures manual utilized by municipal programs and providing related training seminars to staff. The position will ensure uniformity in state program and staff training. 

With legal staff review, and in consultation with the appropriate compliance officer, the position has the ability to negotiate settlements with the regulated industry and will follow-up to ensure payments are made as outlined in the settlement agreement. The position serves as a technical expert and liaison for the weights and measures program. The position will monitor current and pending legislation, draft rule changes, and convene public hearings regarding program or policy changes.

SALARY INFORMATION: 

The classification of this position is Weights & Measures Petroleum System Supervisor, which is in schedule-range 81-03 with a starting pay between $36.00 to $41.00 per hour (salary between $74,880 to $85,280 annually) based on qualifications.

This position is not represented by a collective bargaining unit. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the State Compensation Plan at the time of hire.

These OJT opportunities and transferable skills include direct experience and practice through collaboration with co-workers/supervisor, peer mentoring, and job-specific training modules. This position will be provided the opportunity to obtain the Storage Tank Inspector Certification.

Conditions of Employment:

DATCP does not sponsor work visas. Any appointment made will be contingent on the selected applicant being able to provide documentation of eligibility to work in the United States.

A criminal background check will be performed on the selected applicant prior to an offer of employment.

Possession of a valid driver's license or the ability to provide one’s own transportation for work purposes, is required.

A valid driver’s license and the eligibility to drive a State of Wisconsin Fleet Vehicle* is required.

*In order to be authorized to drive a State vehicle the candidate must meet the requirements of the State of Wisconsin Fleet Vehicle Policy, which are:

• Must have a valid driver’s license;
• Must have a minimum of two years of licensed driving experience;
• Must be 18 years of age.

Additionally, your driving record MUST NOT reflect any of the following conditions:

• Three or more moving violations and/or at-fault accidents in the past two years;
• Operating While Intoxicated (OWI)/Driving Under the Influence (DUI) citation within the past 12 months;
• Suspension or revocation of driver’s license.

In-state and occasional out of state travel is required for approximately 60% of this position’s duties.

Must obtain Storage Tank Inspector Certification within 12 months of hire (including 12 continuing education credits each 2-year credentialing period).

QUALIFICATIONS:

Minimally qualified candidates will have each of the following:

• Experience directing, auditing or guiding the work of others (team lead, mentor, etc.)

• Experience presenting trainings to internal or external stakeholders

• Experience serving as a program expert or technical expert providing consultation related to internal compliance, state and/or federal regulations, statues, and/or laws

In addition to the minimum qualifications above, highly qualified candidates will have one or more of the following:

• Experience formally supervising staff (resolving conflict, coaching, evaluating employee performance, hiring, discipline, assigning work, etc.)

• Experience with program planning (managing program objectives or priorities, program evaluation, etc.)

• Experience with interpreting state and/or federal regulations, statutes, laws, etc.

• Experience working with weights and measures and/or petroleum inspections
