Sustainable Freight Program Expert
This position can be located in Sacramento or Riverside County.
The Freight Activity Branch is seeking a visionary and highly effective Staff Air Pollution Specialist (SAPS) to support the Branch Chief and Section Managers in effectively leading the Branch's programs. The Freight Activity Branch (FAB) has programmatic responsibility and expertise on freight and port-related emission sources, including ships and harbor craft. The four sections in this branch develop and implement regulatory and incentive-based emission reduction strategies for these and other freight sources, and provide engineering evaluations and test plans for diesel and alternative fuel technologies for marine sources that the division certifies, verifies, or otherwise approves. The branch also supports the division and Board’s participation on port plans and policies.
Under the direction of the Branch Chief, this SAPS position serves as a Branch expert on sustainable freight programs, primarily focusing on ocean-going vessels and harbor craft but potentially including other freight sources. The position works with management to lead the Branch's work to transition California's freight system toward zero-emission and near-zero emission technologies, including developing and implementing strategies and regulations that reduce pollution in communities that are most affected, especially overburdened and vulnerable populations. This role helps shape program policies and direction, coordinates efforts within CARB and across agencies, and manages projects in support of the Branch's programs.
The SAPS must have excellent verbal communication skills and be able to communicate with tact and sensitivity while leading discussions with a variety of internal and external stakeholders. They will be expected to deliver briefings and communicate effectively with the Division Office, Executive Office, Chair's Office, the Board, and external government agencies at the local, State, and Federal levels. The SAPS must be able to manage high profile assignments, work effectively as part of a larger team, take ownership of complex work, and guide a team under Section, Branch, and Division management. The candidate must have advanced writing capabilities needed to develop, review, and revise a variety of documents including presentations, issue papers, white papers, technical reports, and regulatory documents.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
