Senior Budgeting Analyst/Trainee 1/Trainee 2 (NY HELPS)
The incumbent will be responsible for budgeting all aspects of one or more program areas in the Department. The analyst will be expected to prepare portions of the agency budget request; analyze executive and legislative budgets; develop program area fiscal plans for operating, capital, and local aid funds; and monitor fiscal plans through reporting.
The position requires: (1) excellent problem-solving skills and the ability to develop advanced Excel skills using formulas and PIVOT tables to analyze data; and (2) strong written and verbal communication skills to collaborate with program areas, other bureaus in the Department, and other agency staff to meet Department objectives. The position may also supervise clerical staff engaged in budget preparations support activities.
Specific duties of this position include:
- Develop budget estimates, proposal justifications, and narrative and tabular materials in support of program area budgets;
- Prepare portions of the agency budget request and analyze executive and legislative budgets;
- Collaborate with program areas on the development of fiscal plans for operating, capital, and local aid funds;
- Monitor program area fiscal plans (including cash spending, fund balances, and revenue) via reporting in the Statewide Financial System (SFS) and other DOT business systems, and provide guidance as needed including on the troubleshooting of transactions;
- Assist with tracking capital project expenditures for bond proceeds financing;
- Coordinate with Department staff in program areas, Accounting, Program Management, and Contract Management on the encumbrance of federal, state, and other funds;
- Monitor and process various requests for DOB approval including funding requests, personnel actions, and B-1184s; and
Additional assignments as necessary pursuant to direction from management.
