GENERAL DESCRIPTION: 


The Land Quality Division Administrator assists the Director in providing overall policy guidance to the Agency to support the Agency's Mission and Values. Represent the Agency at meetings within State Government and with outside stakeholders. Research, analyze, and propose policies, rules, and regulations.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.


 

  • Represent the agency as assigned on various inter and intragovernmental initiatives and public processes, justifying actions and decisions using persuasion to promote understanding and support.
  • Serve on a variety of committees that develop policy positions governing environmental standards. 
  • Assists the Director in developing overall policy guidance and program management direction to support the Missions and Values.
  • Advises the Director on technical and legal matters as needed. 
  • Coordinates Agency responses to Federal actions that have the potential to impact Wyoming’s environment. 
  • Participates on the Department management team. 
  • Establishes and recommends the Director’s department objectives after evaluating constituent interests and regulatory, social, and budgetary constraints. 
  • Reviews the work product generated by staff to ensure statewide consistency and makes decisions requiring independent judgment regarding compliance with relevant standards. 
  • Responsible for special projects and non-routine tasks as assigned by the Director. 
  • Coordinates and partners with other DEQ divisions and other state and federal agencies.

 

Qualifications

 

 


PREFERENCES/**AGENCY REQUIREMENTS: 


Preference will be given to those with a Bachelor of Science degree in technical fields of engineering, environmental science, law, or a related field of study.
Preference will be given to those with ten (10) years of experience in either governmental or private business. Preference will be given to those with a least four (4) years of related environmental experience.
Preference will be given to those with an advanced degree in engineering, environmental science, law, or a related field of study.

**Must possess a valid driver's license.


KNOWLEDGE:
  

 

  • Knowledge of agency goals and values, evaluation and goal setting, coaching, and management techniques.
  • Knowledge of industrial, land, energy, fuel, air, water, mining and pollution issues.
  • Skill in interpersonal relations in adversarial situations.
  • Skills in dealing with elected officials at the local, county, state, and federal levels.
  • Skills in management techniques and in planning and promoting cooperation.
  • Ability to receive broad instructions and develop program plans to achieve objectives and policies.
  • Ability to recognize competing demands and coordinate program activities with others to achieve public policy goals.
  • Strong written and verbal communication skills
  • Strong computer skills.
  • Strong negotiation skills.
  • Flexible and skilled at anticipating future trends and challenges.

PHYSICAL WORKING CONDITIONS:


 

  • Participation in the various groups as Wyoming's representative may require extensive travel at times.
