Job Summary
The Office of Technology and Innovation (OTI), in partnership with the City Hall Child Care Office, is seeking an experienced Child Care Product Manager to support the Child Care for All initiative by leading the development and delivery of digital products and services.
The successful candidate will manage products throughout the entire lifecycle—from discovery and planning through design, development, launch, and continuous improvement. This role requires close collaboration with business stakeholders, UX designers, engineers, and program owners to build user-centered digital solutions that improve access to child care services for New Yorkers.
Key Responsibilities
Product Management
Lead the end-to-end lifecycle of digital products and services.
Develop and maintain product roadmaps aligned with business goals.
Prioritize product features based on user needs, data, and organizational objectives.
Manage product backlogs and ensure timely delivery of product initiatives.
Balance business priorities with technical feasibility and user experience.
User Research & Strategy
Analyze user research, analytics, and industry best practices to identify opportunities for product improvements.
Validate product ideas through qualitative and quantitative research.
Translate user feedback into actionable product enhancements.
Make data-driven decisions to maximize customer value and program impact.
Product Delivery
Collaborate closely with engineering, UX/UI, and business teams throughout the Software Development Life Cycle (SDLC).
Define product requirements, user stories, acceptance criteria, and business rules.
Ensure successful product releases from planning through deployment and maintenance.
Monitor product performance and continuously optimize based on KPIs.
Stakeholder Collaboration
Serve as the bridge between business stakeholders, technology teams, and user experience teams.
Work with multiple city agencies and program owners to align product priorities.
Facilitate product planning sessions and roadmap discussions.
Present product updates and recommendations to leadership.
Performance & Analytics
Define and monitor key performance indicators (KPIs).
Use analytics tools and user research to evaluate product performance.
Recommend improvements based on measurable outcomes.
Support evidence-based decision making throughout the product lifecycle.
Required Qualifications
Minimum 8 years of Product Management experience supporting digital products and software applications.
Proven experience managing products through the full Software Development Life Cycle (SDLC).
Strong experience planning, analyzing, designing, developing, testing, deploying, and maintaining digital products.
Demonstrated ability to manage multiple product initiatives simultaneously.
Experience using analytics and user research to drive product decisions.
Strong understanding of Agile product management methodologies.
