Air Pollution Specialist

If so, the Regulatory Development Section (RDS) is seeking a qualified and enthusiastic individual to join a multidisciplinary team engaged in a wide variety rulemaking projects that include, but are not limited to, vapor recovery systems for gasoline marketing operations (terminals, gasoline dispensing facilities, etc,), emission detection systems for crude oil and natural gas production facilities, stringent performance standards for small off road equipment and portable fuel containers, and stationary source test methods for criteria and air toxics pollutants.
Operating under the Monitoring and Laboratory Division's matrix management structure, the ideal candidate will contribute to all aspects of regulation development and program implementation. Typical duties include but are not limited to creating project timelines, drafting inter-divisional briefing materials, engaging with internal and external stakeholders, drafting regulatory text, staff reports, and technical support documents, facilitating public workshops and board hearings, and assisting in compiling rulemaking records and documents, and preparing population surveys, economic impact and emission benefit assessments.
The ideal incumbent will have the ability to work effectively and collaboratively with internal partners (including subject matter experts, economists, technicians, management, and legal staff) and a diverse group of external stakeholders (including regulated entities, industry associations, equipment manufacturers, consultants, air districts, other state agencies, and community-based organizations). The incumbent will facilitate and represent CARB at one-on-one meetings, community meetings, and related public events. Occasional travel may be required.
